Strengthening friendly cooperation and expanding comprehensive cooperation between localities of Vietnam and China

On the morning of October 30, in Lai Chau province, the four provinces of Tuyen Quang, Lao Cai, Lai Chau, and Dien Bien coordinated with Yunnan province (China) to organize the 5th annual conference between the Secretaries of the Provincial Party Committees of the four Vietnamese provinces and the Secretary of the Yunnan Provincial Party Committee (China).

Attending the conference were comrades: Wang Ning, member of the Central Committee of the Communist Party of China, Secretary of the Yunnan Provincial Party Committee; Hou A Lenh, member of the Central Committee of the Party, Secretary of the Tuyen Quang Provincial Party Committee; Nguyen Minh Vu, alternate member of the Central Committee of the Party, Permanent Deputy Minister of Foreign Affairs ; Trinh Viet Hung, alternate member of the Central Committee of the Party, Secretary of the Lao Cai Provincial Party Committee; Tran Tien Dung, Secretary of the Dien Bien Provincial Party Committee; Le Minh Ngan, Secretary of the Lai Chau Provincial Party Committee; and leaders of departments, branches, sectors and localities of the two countries.

Cooperation is increasingly going into depth, effectiveness and substance.

After the 4th Annual Conference held in Kunming (Yunnan Province, China) in 2024, the cooperation between border localities of Vietnam and Yunnan Province continued to expand, achieving many comprehensive and substantive results. The two sides exchanged 548 working delegations at all levels, contributing to strengthening political trust and deepening connections between localities. Party, government and organization diplomatic activities were maintained regularly; the "friendly village" model continued to be effective, creating a solid social foundation for neighborly relations.

In terms of economy and trade, the import and export turnover between 4 provinces of Vietnam and Yunnan province reached 7.2 billion USD; many trade promotion activities and international fairs between Vietnam and China were held in rotation, expanding cooperation in investment in border gate infrastructure, logistics and cross-border economic cooperation zones. Direct transport routes Kunming - Tuyen Quang, Van Son - Tuyen Quang came into operation, opening up new directions for trade connection.

Cooperation in agriculture, education, health, culture and tourism has been promoted. Yunnan province has granted scholarships to Vietnamese students and organized many training courses for local leaders; the two sides have coordinated in preventing and combating cross-border infectious diseases and organized joint medical exercises. Cultural and sports exchanges, border people's festivals, the Red River festival, and "One journey - two countries" tourism have continued to be maintained.

Besides, the two sides coordinate effectively in border management, citizen protection, combating cross-border crimes, ensuring security and order, territorial sovereignty and a peaceful and stable environment.

However, the implementation of some contents of the Minutes of the 4th Conference is still slow; investment cooperation is not commensurate with the potential; official import and export of agricultural products is still limited; some grassroots exchange contents face difficulties due to the recent changes and implementation of the two-level local government model in Vietnamese provinces.

Strengthening trust and expanding substantive cooperation between localities

Speaking at the conference, Comrade Hau A Lenh, Secretary of Tuyen Quang Provincial Party Committee, emphasized: Vietnam and China are two countries with mountains and rivers connected by love. Over the past 75 years of establishing diplomatic relations, the traditional friendship that has been cultivated by generations of leaders of the two countries has become a priceless asset, a foundation for the two sides to continuously strengthen political trust and expand comprehensive cooperation.

He highly appreciated the practical cooperation results between localities of the two countries in recent times, especially after the 4th Annual Conference; affirmed that the conference mechanism between Provincial Party Secretaries is an effective high-level political cooperation channel, contributing to concretizing the common perception of senior leaders of the two Parties and two States, promoting in-depth border cooperation.

Comrade Hau A Lenh outlined key cooperation orientations in the coming time, focusing on: Continuing to thoroughly grasp and effectively implement the Vietnam - China Joint Statement to enhance political trust, promote understanding, and consolidate solidarity and friendship between the people of the two countries; strengthening cooperation in Party building, political system, exchanging experiences in personnel work, administrative reform, anti-corruption, and personnel training; promoting economic and trade cooperation, investment in border infrastructure, logistics and high-tech agriculture, encouraging businesses of both sides to survey and connect investments; promoting cooperation in education, health, tourism and people-to-people exchange, organizing cultural festivals, scholarships, humanitarian medical examination and treatment, and border youth exchanges; strengthening cooperation in environmental protection, climate change response and natural disaster prevention and control. Early establishment of a mechanism for exchanging and sharing meteorological and hydrological information and operating cross-border reservoirs, in order to proactively prevent and minimize damage, ensure safety for people in downstream areas, towards sustainable development of peaceful, friendly, cooperative and mutually developing border areas. Continue to maintain and improve the effectiveness of the annual conference mechanism between the Secretaries of the Provincial Party Committees of 5 provinces, considering this as the highest political cooperation channel between localities of the two countries, contributing to long-term orientation for border cooperation, linked with socio-economic development, ensuring national defense, security and people-to-people diplomacy.

Provincial Party Secretary Hau A Lenh affirmed that Tuyen Quang province will promote its role as a bridge for cooperation in the northern midland and mountainous region, coordinate with Vietnamese localities and Yunnan province to implement the agreements reached at the Conference, bringing the cooperative relationship into a more substantial, effective and sustainable manner, for the benefit of the people of the two countries.

Agree on future cooperation direction

Speaking at the conference, Comrade Vuong Ninh, Secretary of the Yunnan Provincial Party Committee, highly appreciated the spirit of cooperation, goodwill and responsibility of the Secretaries of the Vietnamese Provincial Party Committees. He emphasized that the provinces of the two sides have made efforts to effectively implement high-level agreements, achieving many practical results in friendly exchanges, trade, investment, culture and tourism.

Comrade Wang Ning, Secretary of Yunnan Provincial Party Committee, delivered a concluding speech at the conference.

He affirmed that Yunnan province will continue to closely coordinate with Vietnamese provinces in expanding comprehensive cooperation, promoting transport, trade and tourism connections, and improving the quality of border economic cooperation, towards the goal of mutual prosperity.

The Yunnan Provincial Party Secretary suggested that the parties maintain the annual conference mechanism and effectively implement the contents of the 5th Conference Minutes, considering this a framework for sustainable political cooperation, contributing to building a peaceful, stable, friendly and long-term cooperative Vietnam-China border area.

The conference unanimously approved and signed the Minutes of the 5th Annual Conference between the Provincial Party Secretaries of Lai Chau, Tuyen Quang, Lao Cai, Dien Bien provinces (Vietnam) and the Provincial Party Secretary of Yunnan Province (China); at the same time, it was decided that the 6th Conference will be chaired by Yunnan province (China) in 2026.
