Conference on deploying the work of the Provincial Civil Judgment Enforcement Steering Committee in 2026

On the afternoon of October 30, comrade Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Civil Judgment Enforcement Steering Committee (CJJ) chaired the conference to deploy the work of the Steering Committee in 2026. Attending the conference were Major General Nguyen Duc Thuan, member of the Provincial Party Committee Standing Committee, Director of the Provincial Police; leaders of departments, branches and sectors that are members of the Provincial JJJ Steering Committee.

The Provincial THADS Agency reports on work results in 2025.

In 2025, the provincial THADS agency has seriously, fully and promptly implemented resolutions and directives of the Party, the State, the industry and local Party committees and authorities to organize the implementation of the work plan. In particular, it advised the Provincial People's Committee to issue a Decision to establish the Provincial THADS Steering Committee and a directive document, receiving the rights and obligations of THADS after the organizational arrangement.

Comrade Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee gave a speech at the conference.

During the year, the provincial THADS received 3,695 judgments and decisions; the total number of cases to be executed was 7,958, the completion rate reached 87.5%, including many cases related to debts of credit institutions; recovery of assets appropriated and lost in criminal cases of corruption, economics , etc. The work of receiving people, resolving complaints, denunciations, mobilizing and reconciling was carried out with attention.

At the conference, delegates focused on discussing, analyzing, and clarifying the causes and limitations of the low rate of execution of monetary judgments; solutions to improve the quality of coordination between the judgment enforcement agency and the police force, the Procuracy and agencies, units, and local authorities; enforcement work; some difficulties in material conditions and human resource arrangement in implementing new regulations on the organization of a single level of THADS.

The leaders of the Provincial THADS and the Provincial Police signed a coordination charter.

Speaking at the conference, Mr. Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, highly appreciated the results and efforts achieved in the THADS over the past year. He emphasized: To continue to improve the efficiency and effectiveness of THADS work in the coming time, the members of the Steering Committee clearly understand their roles and responsibilities, and bring the operating mechanism into order. At the same time, the agencies have close and synchronous coordination, promptly resolving key problems and difficulties arising in major and complicated cases.

Comrade Phan Huy Ngoc requested the provincial THADS agency to actively and proactively advise; strengthen coordination to help the Steering Committee complete the working regulations and work plan for 2026; strictly implement the coordination regulations between the Provincial Police and the Provincial People's Procuracy, ensuring the enforcement of judgments in accordance with the law, objectively, transparently, effectively, and excellently completing the assigned targets and tasks. Thereby, contributing to serving the task of socio-economic development and ensuring security and order in the province.

At the conference, the provincial THADS agency approved the Decision on the establishment, draft operating regulations and work plan of the THADS Steering Committee in 2026. At the same time, signed the coordination regulations between the provincial THADS with the Provincial Police and the Provincial People's Procuracy.
