Conference to implement the work of the Provincial Steering Committee for Civil Judgment Enforcement in 2026

On the afternoon of October 30th, Mr. Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Provincial Civil Judgment Enforcement Steering Committee, chaired a meeting to implement the Steering Committee's work plan for 2026. Attending the meeting were Major General Nguyen Duc Thuan, Member of the Provincial Party Standing Committee and Director of the Provincial Police; and leaders of departments and agencies that are members of the Provincial Civil Judgment Enforcement Steering Committee.

In 2025, the provincial enforcement agency seriously and promptly implemented all resolutions and directives of the Party, the State, the sector, and local Party committees and authorities to organize the implementation of the work plan. In particular, it advised the Provincial People's Committee to issue a Decision establishing the Provincial Enforcement Steering Committee and a document directing and receiving the rights and obligations of enforcement after the reorganization of the organizational structure.

During the year, the Provincial Enforcement Department received 3,695 judgments and decisions; the total number of cases requiring enforcement was 7,958, with a completion rate of 87.5%, including many cases related to debts owed to credit institutions; and the recovery of assets seized or lost in criminal cases involving corruption and economic crimes. The work of receiving citizens, resolving complaints and denunciations, and conducting mediation and conciliation was given due attention.

At the conference, delegates focused on discussing, analyzing, and clarifying the causes and limitations of the low rate of enforcement of monetary judgments; solutions to improve the quality of coordination between enforcement agencies and the police, the Procuracy, and other agencies, units, and local authorities; the work of coercive enforcement; and some difficulties regarding infrastructure and human resource allocation in implementing the new regulations on the organization of a single-level civil judgment enforcement system.

Delivering a directive speech at the conference, Comrade Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, highly appreciated the results and efforts achieved in the enforcement of judgments over the past year. He emphasized: To further improve the effectiveness and efficiency of judgment enforcement work in the coming time, members of the Steering Committee must clearly understand their roles and responsibilities, and bring the operational mechanism into a more orderly system. At the same time, agencies must coordinate closely and synchronously, promptly resolving key obstacles and difficulties arising in large and complex cases.

Comrade Phan Huy Ngoc requested that the provincial Enforcement Agency actively and proactively provide advice; strengthen coordination to help the Steering Committee finalize the working regulations and work plan for 2026; strictly implement the coordination regulations between the Provincial Police and the Provincial People's Procuracy, ensuring that enforcement work is carried out in accordance with the law, objectively, transparently, and effectively, and successfully completes the assigned targets and tasks. This will contribute to serving the socio-economic development and ensuring security and order in the province.

At the conference, the Provincial Enforcement Agency approved the Decision on the establishment, draft regulations on operation, and work plan of the Enforcement Steering Committee for 2026. Simultaneously, a cooperation agreement was signed between the Provincial Enforcement Agency, the Provincial Police, and the Provincial People's Procuracy.
