Tuyen Quang strengthens comprehensive cooperation with Yunnan province (China)

On the morning of October 30, in Lai Chau province, the Joint Working Group between four border provinces of Vietnam (Tuyen Quang, Lao Cai, Lai Chau, Dien Bien) and Yunnan province (China) held the 11th Meeting to evaluate the results of the implementation of the Minutes of the 10th Meeting of the Joint Working Group and sign a Memorandum of Cooperation in the coming time.

Attending the conference were leaders of the People's Committees of Tuyen Quang, Lao Cai, Lai Chau, Dien Bien provinces and Yunnan province (China). The working delegation of Tuyen Quang province was led by Mr. Hoang Gia Long, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, along with leaders of departments, branches and sectors attending the conference.

At the conference, delegates assessed that since the 10th Session, the cooperation between the border provinces of Vietnam and Yunnan province has continued to be consolidated and developed comprehensively in many fields. The two sides have exchanged nearly 500 working delegations, effectively coordinated in border management, people-to-people exchanges, promoted trade, investment and tourism. The import-export turnover between Vietnamese provinces and Yunnan in 2024 reached 7.2 billion USD; many trade promotion activities and international fairs between Vietnam and China were held in rotation, expanding cooperation in investment in border gate infrastructure, logistics and cross-border economic cooperation zones. The direct transport routes Kunming - Tuyen Quang, Van Son - Tuyen Quang came into operation, opening up new directions for trade connection; cooperation projects in agriculture, health, education and culture were widely implemented, bringing practical results to people on both sides of the border.

Tuyen Quang achieved outstanding results in 9 areas of cooperation.

After the 10th Meeting (June 2024), cooperation between Tuyen Quang province (including the former Ha Giang province) and Yunnan province (China) continued to be maintained, expanded, and achieved many comprehensive results in all fields.

Delegation exchange activities were regularly carried out with 53 delegations and 767 delegates visiting and working; signing 10 new cooperation agreements. Many typical activities such as the delegation of Van Son district government visited and worked in Ha Giang, the delegation of Tuyen Quang attended the launching ceremony of "Vietnam - China People's Exchange Year 2025" in Van Son district.

Border management work has been maintained closely, both sides have implemented well the three legal documents on the border, organized bilateral patrols, maintained the border marker system, and maintained security and order in the border area. The authorities have coordinated to verify and issue passports to more than 1,400 Vietnamese citizens married and living in Yunnan.

Regarding border gate and traffic development, the two sides will promote infrastructure investment, restore three openings interrupted by the Covid-19 pandemic, coordinate in building cross-border traffic works at the Thanh Thuy - Thien Bao international border gate pair, and open more international transport routes.

Economic and trade continue to grow strongly, with import and export turnover reaching over 293 million USD in 2024 and 797 million USD in the first 9 months of 2025, an increase of nearly 88% over the same period. Trade and tourism fairs are held in rotation, facilitating the exchange of goods and agricultural products. The two sides also promote cooperation in sending workers across the border, with more than 18,000 people working in Van Son district, with stable income.

In the fields of agriculture, culture, education, and health, the two sides maintain regular cooperation, coordinate in disease prevention and control, expand crop linkages, exchange officials, and provide training scholarships. Many people-to-people exchange, sports, cultural, and tourism activities are organized enthusiastically; the number of Chinese tourists to Tuyen Quang in 2024 will reach over 33,000, and in the first 10 months of 2025, it will reach nearly 4,600. Financial and banking activities have also made progress, with 3 commercial banks of the province connecting border trade payments with Chinese branches.

Speaking at the conference, Mr. Hoang Gia Long, Vice Chairman of Tuyen Quang Provincial People's Committee, emphasized: In recent times, the cooperative relationship between Tuyen Quang province and Yunnan province (China) has continued to develop stably, comprehensively and more substantially. Coordination mechanisms have become increasingly effective; exchange and cooperation activities have been expanded in both scale and content, bringing practical benefits to the people of both sides. These results have contributed to consolidating traditional friendship, enhancing political trust, promoting socio-economic development, ensuring national defense, security and border order and safety.

He suggested that both sides continue to thoroughly grasp, inherit and effectively implement the signed agreements; concretize the common perception between the high-ranking leaders of the two Parties and the two States through practical cooperation programs and projects. Maintain a regular coordination mechanism, promptly remove difficulties and obstacles; strengthen coordination in border management, patrolling, controlling, preventing crimes, illegal immigration, forest fires, protecting water resources and preventing and combating natural disasters in border areas.

The two provinces need to continue to promote economic and trade cooperation, expand the variety of goods, increase customs clearance through border gates; coordinate to successfully organize the "Vietnam - China Border Economic - Trade and Tourism Fair (Van Son) in 2025". At the same time, actively promote the Government and State Council of the two countries to soon issue a plan to deploy the construction of cross-border traffic works at the Thanh Thuy (Vietnam) - Thien Bao (China) international border gate area, moving towards opening customs clearance for goods according to regulations.

He also emphasized the need to continue to effectively implement cross-border labor cooperation, expand the scale, strengthen the management of recruiting enterprises, improve the living standards and working conditions of workers. The two sides need to promote agricultural and forestry cooperation, transfer technology, expand existing projects, and effectively implement the "Agreement on forestry cooperation and protection of wildlife and plants at the border".

Along with that, enhance cultural, sports and tourism exchanges; coordinate the organization of promotional activities, introduce tourism products, and promote tourism cooperation between the two sides. Establish a mechanism for exchanging information on floods and discharges of hydroelectric plants on the Lo River to minimize damage to downstream areas, contributing to building a peaceful, friendly, cooperative border for mutual development.

The conference signed a Memorandum of Understanding on cooperation between the four border provinces of Tuyen Quang, Lai Chau, Lao Cai, Dien Bien and Yunnan province (China).
