On October 31st, heavy rainfall across a wide area caused severe flooding on many roads in Quang Tri province , with some sections experiencing landslides that cut off access. Many households in low-lying areas are struggling to cope with the rising floodwaters.
Mr. Phan Van Minh, residing in Trung Thuan commune, said: "The continuous rain over the past few days has caused the water level to rise and flood our house. Since early morning, my whole family has had to raise our belongings, move our motorbike and important items to the upper floor."
Meanwhile, Mr. Tran Van Dung from the same village shared: "The floodwaters rose very quickly; within just a few hours, the house was submerged. The whole family had to prepare an evacuation plan if the heavy rain continued."

According to Mr. Nguyen Van Linh, Chairman of the Farmers' Association of Trung Thuan commune, heavy rainfall has caused localized flooding in many areas. In particular, households near the construction site of the North-South expressway have been severely affected due to changes in the natural water flow. Local authorities are coordinating with relevant agencies to clear the waterways and are developing plans to relocate residents from the dangerous areas.

Quang Tri province currently has 21 landslide points, including national highways, provincial roads, and inter-communal roads (including National Highways 9B, 9C, 15D, DT565C, DT564...). More than 1,236 households with 3,739 people are flooded, while more than 10,600 students from 43 schools have to stay home to ensure their safety.

Quang Tri province has instructed communes to proactively evacuate and relocate residents in high-risk areas, prepare sufficient essential supplies, and ensure the safety of people's lives and property.

Authorities also advised people not to collect firewood, cross rivers, or fish during the rising floodwaters to avoid unfortunate accidents.
According to a report from the Roòn Border Guard Station, at 4:00 AM on October 31st, two fishing vessels, QB-93358-TS and QT-93498-TS, broke their anchors and drifted out to the mouth of the Roòn River. By 4:30 AM, authorities discovered the two vessels aground approximately 150 meters from the shore. The weather has now stabilized, and local residents are waiting for the tide to rise before towing the vessels ashore.
