The resolution clearly defines the scope and subjects of support, including households that lost their homes due to landslides and flash floods; households living in areas lacking production land and domestic water; households that voluntarily move to border areas or legally live in special-use forests that need long-term arrangement and settlement.

The support policy is implemented in two forms: inter-household and on-site stabilization. Accordingly, inter-household households are supported with a maximum of 44 million VND for housing construction, 60 million VND for building a house at the new place of residence, 5 million VND for building a septic tank, and 3 million VND for domestic water. For the support policy in the form of on-site stabilization, the level of support for upgrading housing and disaster prevention equipment is not more than 30 million VND/household.

The funding for implementation is guaranteed from the central budget, local budget and other legal sources. The Resolution takes effect from November 4, 2025, and at the same time abolishes the previous Resolution No. 16/2023/NQ-HDND.

The issuance of this Resolution aims to continue effectively implementing the policy of stabilizing the population, ensuring social security, sustainable development of disadvantaged areas, contributing to improving people's lives and stabilizing border areas and special-use forests of Tuyen Quang province.
