On the morning of October 25, the National Assembly held a closed-door meeting on personnel matters, chaired by National Assembly Chairman Tran Thanh Man .
The National Assembly heard the Standing Vice Chairman of the Committee on Delegate Affairs, Nguyen Huu Dong, present the Resolution approving the appointment of the Deputy Prime Minister for the 2021-2026 term. The National Assembly then proceeded to vote electronically to approve the resolution.
The delegates proceeded to cast secret ballots on personnel matters; they then listened as the vote counting committee announced the results of the vote count on personnel matters.
According to information from the National Assembly Office, 430 delegates participated in the vote (90.72% of the total number of delegates); of which, 429 delegates voted in favor (90.51%), and 1 delegate abstained from voting.
The National Assembly has passed a Resolution approving the Prime Minister 's proposal to appoint Ms. Pham Thi Thanh Tra and Mr. Ho Quoc Dung as Deputy Prime Ministers for the 2021-2026 term.

The new Deputy Prime Minister, Pham Thi Thanh Tra, was born in 1964 in Nam Dan District, Nghe An Province. She holds a Master's degree in Educational Management and has advanced political theory qualifications.
Ms. Pham Thi Thanh Tra is a member of the Central Committee of the Communist Party of Vietnam, 12th and 13th terms; and a member of the National Assembly, 15th term. Before being transferred to the Central Committee as Deputy Minister of the Ministry of Interior and then elected as Minister of the Ministry of Interior, Ms. Pham Thi Thanh Tra had a long career and held leadership positions such as Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Committee, and Chairwoman of the Provincial People's Council of Yen Bai province.
On the afternoon of October 24, the National Assembly voted to approve the Prime Minister's proposal to relieve Ms. Pham Thi Thanh Tra from her position as Minister of Home Affairs for the 2021-2026 term to take on a new assignment.
With the addition of two Deputy Prime Ministers, the new government apparatus consists of Prime Minister Pham Minh Chinh and nine Deputy Prime Ministers: Nguyen Hoa Binh (Permanent Deputy Prime Minister), Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Bui Thanh Son, Nguyen Chi Dung, Mai Van Chinh, Pham Thi Thanh Tra, and Ho Quoc Dung.
