Project 'suspended' for two decades in Da Nang, people hope for a decisive decision

During the stormy days of October, VNA received an urgent petition from 63 households in Cam Le ward (Da Nang city) about having to live miserably in the planning area of ​​Hoa Cam Industrial Park phase 2, a project that has been "suspended" for the past 20 years.

Living miserably in the city center

To verify the incident, VNA reporters went to Residential Group No. 4 (formerly Hoa Tho Tay Ward, now Cam Le Ward), where people reported. From Nguyen Phu Huong Street, the entrance to Residential Group No. 4 is a concrete road overgrown with wild plants, damaged and flooded. On both sides of the road are a few old level 4 houses, including houses that have been abandoned for many years, becoming shelters for cows and cattle.

According to Mr. Ngo Van Luu, who has been the Head of Residential Group No. 4 (Group 4) for 10 years, since 2004, Da Nang City has had a plan to plan the entire area for the Hoa Cam Industrial Park expansion project, with a total of 76 households being relocated and cleared. By 2006, officials had come to make records to measure the land and houses of the people, but before compensation and clearance could be carried out, the project was stopped.

For 20 years now, the entire area has been "frozen", people are not allowed to build or repair their houses, land is not allowed to change, public infrastructure, roads, electricity and water in the area are seriously degraded. Currently, the project has been renamed Hoa Cam Industrial Park Phase 2 but is still "suspended", causing many difficulties for the people's lives.

In Group 4, there are dozens of houses that are "unable to move in or live in" because of "suspended" planning. The damp, dark house of Mr. Tran Vinh Hiep (Group 4, Cam Le Ward) is where he, his wife and two small children live. Mr. Hiep was upset: "For decades, my house has been degraded. Storms have damaged the corrugated iron roof, cracked, leaky, peeling walls, and just a slight touch can cause the mortar to fall down. My family wants to repair it, but the ward does not allow it because it is in the planning area."

Ms. Ho Thi Ngoc Binh (80 years old, family is poor in the locality) is also living alone in a damp, dilapidated house, lacking everything. Ms. Binh said: "My house is dilapidated but I don't have money to repair it. I want to sell part of the land to get money to repair the house and save for my old age, but the government won't let me sell the land, so I don't know what to do now."

In addition to the fact that their houses are damaged and not repaired, the people here are also very upset because the public infrastructure is degraded and not repaired or upgraded by the local government. The road leading to Mrs. Tran Thi Cam's house (Group 4, Cam Le Ward) is often flooded every time it rains but has not been handled for many years.

“At every meeting of the People’s Council at all levels, I always raise the idea of ​​upgrading infrastructure to serve the lives of people in the area, but it is not resolved because it is within the planning area. People have been waiting for 20 years but the government only tells them that the project is about to be implemented,” said Ms. Tran Thi Cam.

After 20 years of "suspended" planning, the people of Group 4, Cam Le Ward have had to endure many "laugh-out-loud" stories such as: grandparents wanting to separate the red book (Land Use Rights Certificate) for their children but it has not been completed by their grandchildren, there are young people who were given a plot of land by their parents to start a business but have not received it even at the age of nearly 50, there are households repairing the toilets but the ward officials came in to make a record...

In the petition sent to VNA as well as when directly exchanging with reporters, the households requested the Da Nang city government to direct departments, branches and sectors to urgently review and re-evaluate the feasibility of the above project. Applying the regulations (Clause 3, Article 49, Land Law 2013 and now Clause 1, Article 75 of Land Law No. 31/2024/QH15), if the project cannot be implemented, a Decision must be issued to cancel the planning for the land area of ​​76 households to stabilize their lives.

In case of project implementation, the plan must be clearly announced, transparently announced, with specific deadlines, in accordance with legal regulations so that people can know and be proactive in their lives. The households also hope that the (new) Da Nang city government will organize a direct dialogue to announce a plan to completely resolve the above situation, because the people have been tired of waiting for the past 20 years.

To ask about the legitimate petitions of the people in the "suspended" project area, the reporter contacted Mr. Nguyen Hai Duong, Chairman of Cam Le Ward People's Committee. But Mr. Nguyen Hai Duong refused to answer with the reason: the implementation of Hoa Cam Industrial Park Phase 2 is the responsibility of the Management Board of High-Tech Park and Da Nang Industrial Parks, the ward has no information.

The Management Board of the High-Tech Park and Industrial Parks of Da Nang has responded in writing to VNA reporters about the implementation time of the Hoa Cam Industrial Park project phase 2. Specifically, Da Nang city has directed strongly to complete the planning in 2025, at the same time calling for investors with capacity, experience and strong finance to synchronously implement the project, create jobs, stable income for people and actively contribute to the socio -economic development of the southern region of the city.

The project has been approved by the Prime Minister in Decision No. 363/QD-TTg dated March 18, 2022 with a planned land area of ​​120,019 hectares. The project implementation with adjustments and extensions is an objective requirement, due to the need to update the changes of the Bidding Law 2023, according to the Land Law 2024; at the same time, adding elements on national defense and security according to the direction of the Prime Minister, as well as the development orientation of the Project to establish the Da Nang Free Trade Zone (FTZ Da Nang). Currently, the Management Board is coordinating with relevant departments and branches to adjust the detailed planning and technical infrastructure towards forming a green, ecological industrial park, using clean energy and high technology. When implemented, the project will promote economic growth, create more jobs, and contribute to improving the lives of people in the area.

Regarding the proposal to cancel the "suspended" planning so that people can repair their houses, the Management Board of the High-Tech Park and Industrial Parks of Da Nang informed: The project has not been canceled, but is being adjusted to suit the new planning and sustainable development requirements of the (new) Da Nang city. While waiting for the completion of procedures, the People's Committee of Da Nang city will consider flexible solutions for people to repair and renovate small areas to ensure safety and stability of life, avoiding the situation of "suspended planning" for a long time, affecting daily life and livelihoods...
