Efforts to complete early adjustment of Bien Hoa urban master plan

Proposal to adjust planning boundaries

In March 2023, the Prime Minister approved the task of adjusting the overall master plan of Bien Hoa city until 2045. Accordingly, the scope of the overall master plan adjustment includes the entire administrative boundary of the old Bien Hoa city, including 29 wards and 1 commune, with an area of ​​over 26,000 hectares. The general goal set when implementing the overall master plan adjustment of Bien Hoa urban area is to transform from an industrial urban structure model to a service and industrial urban structure model; towards smart and sustainable urban development.

Deputy Director of the Department of Construction Do Thanh Phuong said: After the Prime Minister approved the planning task, the provincial authorities coordinated with the consulting unit to develop the overall adjustment project for the Bien Hoa urban master plan. In January 2025, the Provincial People's Committee submitted the planning dossier to the Ministry of Construction for appraisal. After that, Dong Nai province supplemented the dossier in the process of receiving and explaining according to the appraisal opinions of the Ministry of Construction.

However, with the perspective of urban planning without administrative boundaries; at the same time in accordance with the planning tasks approved by the Prime Minister , the dossier adjusting the overall master plan of Bien Hoa urban area has been programmed by the Ministry of Construction with the scope of research only within the boundary of the old Bien Hoa city.

From July 1, 2025, when implementing the 2-level local government model and organizing commune-level administrative units in the province, the scope of the general urban planning study of Bien Hoa will change to include 5 more communes: Thien Tan, Tan Binh, Binh Loi, Thanh Phu of the old Vinh Cuu district and Ho Nai 3 commune of the old Trang Bom district.

Based on the above reality, the determination of the scope and boundaries of the overall adjustment of the Bien Hoa urban master plan also needs to be reviewed and re-evaluated appropriately. The Department of Construction has proposed that the Provincial People's Committee supplement the boundaries of the overall adjustment of the Bien Hoa urban master plan, including the entire boundary of the old Bien Hoa city, adding 4 communes of the old Vinh Cuu district and 1 commune of the old Trang Bom district.

Complete approval in 2025

According to the original plan, the dossier to adjust the overall urban planning of Bien Hoa would be submitted to the Prime Minister for approval in June 2025. However, this goal could not be completed.

In the past, to implement key and important projects of the province in the old Bien Hoa city, Dong Nai province has adjusted the local planning of some areas in the context that the overall adjustment project of the general planning has not been approved. However, with the central location of the province, many projects will be implemented in the coming time, so the completion, submission for appraisal and approval of the overall adjustment project of the Bien Hoa urban master plan is very urgent. On the other hand, the completion and approval of this planning project is also the basis for implementing the zoning planning of the wards.

Provincial Party Committee member, Vice Chairman of the Provincial People's Committee Ho Van Ha said: In the coming time, in the area of ​​9 newly established wards of the old Bien Hoa city, many important projects of the province will be implemented. Therefore, if the Project to adjust the overall urban planning of Bien Hoa city is not approved, the implementation of the projects will face many difficulties.

According to the Prime Minister's decision approving the overall adjustment of the general planning of Bien Hoa city, Dong Nai province until 2045, it is projected that by 2030, Bien Hoa city will have a population of 1.5-1.6 million people. By 2045, the population is expected to reach 1.9-2 million people.

“The projects of the elevated road along Highway 51, the Ben Thanh - Suoi Tien metro extension to Tran Bien ward and Long Thanh International Airport will face many difficulties in the implementation process if the project to adjust the overall urban planning of Bien Hoa city has not been approved” - Vice Chairman of the Provincial People's Committee Ho Van Ha said.

Faced with the urgent need for approval progress, Comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, requested the Department of Construction to coordinate with relevant agencies to speed up the progress of completing, submitting for appraisal and approval of the project. The goal is that the Project to adjust the overall master plan of Bien Hoa urban area must be approved in December 2025.
