
On the morning of October 22, the Ministry of Culture, Sports and Tourism held a workshop to collect opinions on the draft Code of Conduct for Culture in Cyberspace.
Attending the workshop were representatives of ministries, branches, businesses providing cross-border platform services, media companies, etc.
According to Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh, along with its benefits, social networks pose many challenges. Among them, deviant and anti-cultural behavior on social networks negatively affects the process of forming the personality, ethics and lifestyle of young people.
Therefore, in addition to the legal system, the Code of Conduct for Cultural Conduct in Cyberspace will be an important tool contributing to the formation of a healthy and civilized cyber environment, where good and humane values are spread.

Regarding the need to develop a set of rules, Ms. Nguyen Thi Thanh Huyen, Deputy Director of the Department of Radio, Television and Electronic Information, said that although there are important legal documents such as the Law on Cyber Security, the Law on Intellectual Property, and the Law on Children, understanding and compliance with these regulations are still limited.
Many internet users are not fully aware of legal responsibilities and cultural behavior, leading to substandard behavior and even violations of the law.
Fake news and misinformation; complex cyber fraud; increasingly common inappropriate language on cyberspace...
In that context, the Code of Conduct for Cultural Conduct in Cyberspace will be a tool to guide behavior, create positive habits, ensure the healthy development of cyberspace, contribute to preserving cultural identity; help individuals and organizations behave properly and responsibly, and form "Vietnamese digital culture".

At the workshop, representatives of cross-border platforms and businesses contributed many ideas. Representative of Meta Group, Ms. Nguyen Phuong Chi highly appreciated the efforts of the drafting agency in absorbing and researching international experiences to come up with regulations to raise awareness and educate on the use of social networks.
Meta also has a set of community standards with many measures applied to users, including warnings and preventing violations. In addition, Meta has participated in improving digital skills for Vietnamese users. Since 2018, nearly 1 million young people and 100,000 teachers in Vietnam have been trained in soft skills when participating in the online environment.
