Urgent need to improve the leadership capacity of Party committees towards state-owned enterprises

That was the affirmation of many experts and scientists at the scientific workshop "Improving the leadership capacity of Party committees towards State- owned enterprises in the new situation", organized by the Central Organizing Committee on the morning of October 22, in Hanoi .

The inspection and supervision capacity of some Party committees is still limited.

Speaking at the workshop, Dr. Trinh Quang Bac, senior expert of the Department of Party Grassroots and Party Members, said: As of August 31, 2025, the entire Party has more than 50,000 (nearly 51,000) grassroots Party organizations with more than 5.6 million Party members, including 8,341 grassroots Party organizations in all types of enterprises, 3,302 grassroots Party organizations and 294,713 Party members in State-owned enterprises.

These figures not only show the scale, but also reflect the position and particularly important role of the SOE sector in the political system and national economy.

To lead economic development and strengthen Party building, recently our Party has had many important policies and resolutions on enhancing the leadership role of Party committees in State-owned enterprises and the role of Party committee members in State-owned enterprises.

According to Dr. Trinh Quang Bac, reality shows that the leadership capacity of Party organizations and Party committees at many SOEs still has shortcomings and limitations. Specifically, the relationship between the Party committee, the board of members/board of directors and the board of general directors at some units has not been clearly defined, sometimes overlapping or lacking close coordination, leading to difficulties in making strategic and timely decisions.

“The capacity to concretize, inspect and supervise of some Party committees is still limited. The activities of Party committees and Party cells are still formal and ineffective. The work of inspecting, supervising and fighting corruption and negativity in enterprises is not strong and effective,” said Dr. Trinh Quang Bac.

From the local reality, Dr. Trinh Van Suy, Deputy Director of the Department of Science and Technology of Thanh Hoa province, said that the activities of state-owned enterprises are not commensurate with the resources assigned. Party work in state-owned enterprises still has many limitations, even political and ideological work in some state-owned enterprises is not good.

Besides the undeniable great achievements, comrade Nguyen Duc Ha, former Head of the Party Base Department, Central Organization Committee, said that the leadership method of Party committees in general is slow to innovate, still administrative, lacking creativity, and has not kept up with the development of the situation as well as the requirements and demands of the current market mechanism and governance.

“The quality of the Party Committee team is uneven, lacking in-depth knowledge of financial management, technology and risk management. The situation of officials being “weak in economic management and poor in political qualities” still exists in some places,” Comrade Nguyen Duc Ha emphasized.

Many suggestions and recommendations

To improve the leadership capacity of Party committees in State-owned enterprises, delegates said that regulations on Party organizations in State-owned enterprises need to be reviewed and improved according to the regulations, conclusions and instructions of the Central Committee in the direction of concretization, transparency and conformity with modern corporate governance in the context of increasingly deep international integration and entering the era of the Vietnamese nation's rise.

Proposing 5 groups of solutions, Dr. Nguyen Manh Hung, Central Theoretical Council, said that it is necessary to reorganize state-owned enterprises, focusing on keeping state-owned enterprises in key and essential fields; important areas of national defense and security; and fields where enterprises from other economic sectors do not invest.

Along with that is to consolidate and develop a number of large-scale, effectively operating state-owned economic groups with the ability to compete regionally and internationally in a number of key sectors and fields of the economy. In particular, to perfect the legal system and policies on state-owned enterprises, including mechanisms and policies to promote the restructuring process of state-owned enterprises.

In his concluding remarks at the workshop, comrade Tran Viet Cuong, Head of the Department of Party Base and Party Members - Central Organization Committee, said that, besides the achieved results, there are still limitations and shortcomings; innovation in the leadership methods of Party committees is not yet consistent with the modern corporate governance mechanism.

After the workshop, it is recommended that the Project Management Board seriously absorb all opinions, experiences, and practical models to complete the synthesis report, advisory report, and recommendation report, and submit them to the leaders of the Central Organizing Committee for research and advice to the Politburo and the Secretariat to issue appropriate policies and guidelines.

In particular, the Project Management Board needs to continue to clarify theoretical and practical issues on the leadership capacity and fighting strength of Party committees and organizations in State-owned enterprises; clearly define the role and position of State-owned enterprises in the socialist-oriented market economy and in the process of national construction and development.

At the same time, thoroughly analyze and objectively and comprehensively assess the current status of the leadership capacity of Party Committees in State-owned enterprises; clearly point out the dialectical relationship between the leadership of Party Committees and the administration and management of enterprises, thereby proposing a closer and more effective coordination mechanism between the Party Committee and the Board of Directors, General Director, etc.

“From the results of the workshop, each Party committee, Party organization, each cadre and Party member needs to continue promoting the spirit of innovation, creativity, and pioneering action, contributing to building SOEs into a truly core force, playing a leading role in the national economy,” Comrade Tran Viet Cuong emphasized.
