On the afternoon of October 14, Party Central Committee member and Vice Chairman of the National Assembly Vu Hong Thanh attended and delivered a speech at the scientific workshop "The role of state-owned enterprises in key sectors of the economy: Perspective from the aviation industry" organized by the Economic and Financial Committee in coordination with the Central Policy and Strategy Committee and the Communist Magazine.

Law 68 creates institutional breakthroughs for the state economic sector

Speaking at the workshop, Vice Chairman of the National Assembly Vu Hong Thanh said that after nearly 40 years of renovation, the state economic sector has affirmed its key role in the national economy, making an important contribution to growth, stabilizing the macro economy, ensuring social security and improving people's lives. State-owned enterprises have gradually innovated, many large-scale corporations and groups hold important positions in essential sectors of the economy and are able to compete at the regional level.

The Vice Chairman of the National Assembly also pointed out that the efficiency of some enterprises is still not commensurate with the resources assigned, so the Government has submitted and the 15th National Assembly has passed the Law on Management and Investment of State Capital in Enterprises (Law No. 68/2025/QH15), creating an important legal corridor, helping to unify and make transparent the management and use of state capital, strengthen decentralization and enhance the responsibility of the owner's representative agency.

“Law 68 clearly demonstrates the spirit of innovation in management thinking, from “strict management to avoid mistakes” to “effective management to create value”. For the first time, the Law defines the principles of state capital management according to international practices, linking the accountability of the owner representative agency with investment efficiency, while expanding the autonomy of enterprises in investment decisions, personnel and business strategies. This is an important step forward to create institutional breakthroughs for the state economic sector to develop dynamically and effectively, in accordance with the requirements of international integration”.

Emphasizing the above new points of Law 68, the Vice Chairman of the National Assembly also said that the Government is currently actively developing a Project and Draft Resolution on state economic development, focusing on breakthrough solutions on financial mechanisms, corporate governance, capital mobilization and organizational model innovation...

Regarding the aviation industry, Vice Chairman of the National Assembly Vu Hong Thanh stated that this is an industry with a very high spillover effect - directly related to trade, logistics, tourism and supporting industries. In recent times, Vietnam Airlines Corporation has made efforts to overcome difficulties and recover strongly after the Covid-19 pandemic, clearly demonstrating the role of state-owned enterprises in stabilizing the economy and ensuring connectivity. This is also a testament to the effectiveness of timely and flexible policies of the National Assembly and the Government.

In the coming time, the Vice Chairman of the National Assembly said that it is necessary to promote investment in research and application of new technology, automation, artificial intelligence in flight management, operations, and customer services. Continue to improve the mechanism on salary, bonus, and incentive shares to attract and retain high-quality human resources, creating motivation for innovation and creativity for state-owned enterprises.

In addition, citing the requirement from the draft document of the 14th National Party Congress "For the state economy, the focus is on state-owned enterprises according to international standards, enhancing efficiency and leading role", the Vice Chairman of the National Assembly suggested that state-owned corporations and groups should consider governance innovation as a breakthrough, taking efficiency and social responsibility as a measure; at the same time, promote green transformation, develop renewable energy, smart logistics, high-tech services - areas where state-owned enterprises can take the lead and pave the way.


The state needs to reduce intervention and use efficiency standards as the main measure.

At the workshop, delegates agreed that state-owned enterprises are an important material force of the economy, a tool for the State to orient, regulate, promote sustainable development, ensure progress and social justice. Therefore, in the coming time, it is necessary to strive to form a number of large-scale state-owned corporations and enterprises that are internationally competitive, aiming to have at least three enterprises in the group of 500 enterprises with the largest revenue in the world (Fortune Global 500); 100% of state-owned corporations and general companies apply advanced governance principles according to OECD standards.

To achieve the above goals, some delegates said that it is necessary to improve the mechanism for capital mobilization and use, promote the efficiency of state resources; expand public-private cooperation, encourage state-owned enterprises to lead the chain of links with private enterprises; promote comprehensive digital transformation; link economic development with environmental protection and social responsibility.


Quoting General Secretary To Lam saying, “The Vietnamese revolutionary boat is entering a period of strong acceleration with many rapids ahead,” former Vice Chairman of the National Assembly Phung Quoc Hien emphasized that in the coming time, it is necessary to identify basic tasks and solutions in innovating the institutions and management mechanisms of state-owned enterprises.

Accordingly, the first and most important solution, according to the former Vice Chairman of the National Assembly, is to renew thinking and awareness about state-owned enterprises in the new context; renew thinking in building and perfecting institutions related to state-owned enterprises, clearly separating the governance, management and creation roles of the state from the state economic structure; have leading solutions in science, technology and innovation...

The former Vice Chairman of the National Assembly also said that it is necessary to innovate the governance of state-owned enterprises in the direction of strategic implementation plans with planned, tactical goals that are left to the enterprises to decide for themselves. The State should not intervene too deeply, but only strengthen inspection and supervision to ensure effective implementation of the strategy, using efficiency standards as the main measure.
