Construction of sidewalks on Le Loi Street is nearing completion.

To ensure the renovation and expansion of Le Loi Street is completed by December as required by the Hai Phong City People's Committee, the contractor is accelerating construction of the various components.

Before paving the road with asphalt, the construction unit requests that Hai Phong Power Company Limited promptly relocate the power poles located within the road expansion area.

Construction will be carried out quickly and efficiently, section by section.

In mid-October, along the sidewalks from the beginning of Le Loi Street to the intersection with Le Quang Dao Street (Gia Vien Ward), Tan Loc Construction Joint Stock Company, the contractor for the Le Loi Street renovation and expansion project, mobilized maximum machinery and personnel, deploying multiple construction teams.

Everyone is doing their job: some are removing the old paving tiles, others are operating excavators to lower the sidewalk level, and still others are laying the sidewalk... Site manager Le Bao Trung said: To minimize the impact on the movement and daily lives of residents, the contractor is carrying out the construction in sections, on each side, cleaning up as they go.

Currently, the contractor is constructing the 450m section (from the May To six-way intersection to the intersection with Le Quang Dao street). After relocating underground utilities and trees, and lowering the ground level, the contractor will trim the sidewalks, remove the old tiles, and pour a base layer of concrete, then lay imitation stone concrete tiles to make walking more convenient and clean for residents.

Following the principle of "doing it neatly as you go," construction is carried out in sections, not spread out, and the paving of sidewalks is being done quickly, facilitating people's movement.

Mr. Ho Minh Dong, owner of the shoe store at 55 Le Loi Street in Gia Vien Ward, said he strongly supports the solution of constructing the sidewalks in sections, keeping things tidy as they go, ensuring environmental hygiene, and not disrupting the business activities of the residents along the street. "To ensure the sidewalk renovation and road widening are synchronized, the authorities should urgently relocate the power lines and consider replacing the existing trees," Mr. Dong suggested.

According to the Hai Phong Investment and Construction Project Management Board for Transportation and Agriculture Projects (the project's investor), the renovation and expansion of Le Loi road starts at the intersection with Cau Dat road and ends at the May To six-way intersection, with a length of approximately 1.36 km.

The project involves renovating and widening the road by an average of 2 meters on each side to ensure a minimum road width of 12 meters and a minimum sidewalk width of 3 meters on each side. The project also includes burying the electrical and lighting systems underground along the route, installing electrical equipment, improving the wastewater collection system, raising existing manhole covers on the sidewalks, and replacing damaged manhole covers. The sidewalks will be replaced with imitation stone concrete paving, and all curb stones will be replaced.

The involvement of multiple units is needed.

According to Pham Van Phong, Deputy General Director of the Hai Phong Investment and Construction Project Management Board for Transportation and Agriculture Projects: Le Loi Street has a very high traffic volume, therefore requiring a scientific construction method. The investor requires the contractor to organize construction in a phased manner along the route, limiting construction during peak hours. The arrangement and stockpiling of construction materials must be neat and tidy, not occupying the road to minimize impact on business activities and the daily lives of residents. During construction, measures to ensure traffic flow must be implemented effectively, such as: arranging traffic signs and warnings, barriers, deploying traffic control personnel, and regulating construction machinery and equipment. Excess materials must be collected and cleaned up daily, immediately after each shift, ensuring the sidewalks are clean and unobstructed.

To ensure the completion of the Le Loi road renovation and expansion project in December 2025, the contractor hopes to receive the coordinated efforts of all relevant units.

According to the concluding statement of the Standing Vice Chairman of the City People's Committee, Le Anh Quan, at the meeting to hear reports on the causes and solutions to overcome the delay in completing sidewalk repairs on some inner-city streets, the specific requirement for the repair of the sidewalk on Le Loi Street is to be completed in December 2025.

After the renovation, many sections of the sidewalks along Le Loi Street are only 2.5 to 3 meters wide, while numerous infrastructure facilities such as trees, streetlights, and water supply and drainage systems are present, thus creating difficulties in construction.

While the section from the intersection with Le Quang Dao Street to the intersection with Cau Dat Street is a one-way street, vehicles transporting construction materials face significant difficulties. Construction site manager Le Bao Trung requested that the Department of Construction and the City Police consider allowing trucks transporting materials and cranes to travel in both directions on Le Loi Street outside of peak hours.

"It is expected that in November, the contractor will asphalt 450 meters of the widened road section from the beginning of Le Loi Street to the intersection with Le Quang Dao Street. The contractor hopes that Hai Phong Power Company Limited will urgently relocate the power poles to facilitate construction. We cannot allow a situation where the road is paved but power poles remain in the middle of the road, posing a danger to road users," Mr. Trung stated.

With just over two months left until the end of 2025, to ensure the project progresses as required by the city, the investor and the construction unit for the repair and renovation of Le Loi Street need to make the most of their time, increase personnel, machinery and equipment, organize construction scientifically and continuously, proactively secure materials, and accelerate production output...
