This situation has been recurring for a long time, but with the main solution of propaganda and reminders from the old local government, the work of restoring urban order and ensuring traffic safety in this area has not been really effective.
Recently, following the direction of the City People's Committee, the People's Committee of Luu Kiem Ward launched an urban beautification campaign to clear violations of road traffic safety corridors. The ward mobilized more than 100 people including police, militia, and organizations divided into groups to simultaneously deploy throughout the area, concentrating in the Tong market area, along National Highway 10 and branch routes with a length of 2.52 km.
The leaders of the Ward People's Committee directly participated in directing the forces to perform their duties and resolve arising problems. Different from the old way of doing things, which was mainly propaganda, reminders, and mobilization, with the motto "doing it all the way", the functional forces resolutely dismantled tents, canopies, billboards, and encroached platforms, and collected materials and goods displayed for sale in violation of regulations. Notably, to prevent re-encroachment, the Ward Police force organized households doing business on the above routes to sign a commitment not to occupy sidewalks or roadsides for business and trading. At the same time, they regularly inspected and monitored to promptly handle violations.
Not only in Luu Kiem, many communes and wards in the city are also resolutely implementing campaigns to clear violations of traffic corridors. In Chu Van An ward, the locality has developed a specific plan, divided into two phases, the first phase will start from September 30. The clearance area stretches across national highways 18, 37 and a series of central streets. Compared to the past, where only warnings were mainly given or "handling for show", the locality is now determined to handle cases of intentional violations of urban order and traffic corridors.

According to comrade Nguyen Tien Hien, Vice Chairman of the People's Committee of Chu Van An Ward, clearing traffic safety corridors is an important task to restore urban order and ensure safety for people and vehicles. Launching a campaign to clear violations of traffic safety corridors aims to create a clear change in people's awareness of law compliance, while at the same time raising the responsibility of cadres, party members and organizations in maintaining urban discipline and order.
Determined for "clear roads and airy sidewalks"
Thanks to the synchronous and drastic implementation from communes, wards and special zones in the city, the work of restoring urban order and preventing violations of traffic corridors has initially had positive changes. Many roads in many communes and wards in the city have become more open, and the urban landscape has been significantly improved.
In Luu Kiem ward and Chu Van An ward, traffic safety violations have been basically cleared up, making the urban area more spacious and civilized. In Ninh Giang commune, the situation of encroachment on roads and sidewalks, which used to be complicated, especially around Hoa market (old Vinh Hoa), has now achieved positive results.
As of October 18, the locality has mobilized 500 households along national highways and provincial roads to sign a commitment not to encroach on traffic corridors, and more than 40 households have voluntarily dismantled advertising signs, awnings, and canopies encroaching on traffic safety corridors. After October 20, the commune will continue to clear cases of intentional violations.
Comrade Nguyen Van Tru, Head of the Commune Economic Department, said: “The goal of the clearance is not only to handle violations but more importantly, to create a sustainable change in people's awareness. When people understand the benefits of a clear traffic corridor, they voluntarily comply without coercion.”

Although localities have actively taken action, in reality, there are still some people who, for the sake of making a living, disregard the regulations and deliberately re-encroach. When the authorities are present, they comply, but when they are absent, they violate. This shows that, in addition to the drastic participation of the government and functional agencies, the people's awareness of voluntarily complying with the law plays a key role, contributing to building a civilized lifestyle and a bright, green, clean and beautiful urban area.
To tighten urban management and thoroughly handle violations of traffic corridors, in Official Dispatch 8373/VP-XDCT, the Standing Vice Chairman of the City People's Committee, Le Anh Quan, requested departments, branches, and localities to review the entire current status of road safety corridor use in the area. The focus is on temporary management of roads and sidewalks for non-traffic purposes. City leaders noted that acts of encroachment and illegal use of road land must be detected and promptly handled. Any unit or locality that allows prolonged violations, causing risks to the safety of traffic infrastructure works, must be responsible before the City People's Committee.
