Almost "G" hour, new construction output reaches more than 50%

The Bien Hoa - Vung Tau Expressway Project passing through the province is divided into 2 component projects 1 and 2. In which, Component Project 1 was assigned by the Provincial People's Committee to the Provincial Construction Investment Project Management Board as the investor.

According to the request of the Prime Minister and the Provincial People's Committee, Component 1 of the Bien Hoa - Vung Tau Expressway Project must complete technical traffic opening on December 19, 2025. However, currently, the project's progress is still very worrying, some contractors are slow in construction, leading to the risk that the project cannot complete the technical traffic opening target as set.

According to the Department of Construction, the results of the actual inspection of the project construction in the last 2 weeks of September 2025 showed that the construction volume of the units at the project site has not progressed significantly. This leads to an increasing amount of remaining volume transferred to the next week, especially the volume of roadbed earth. In particular, some contractors such as: Hoa Binh 479 Joint Stock Company, Hai Dang Joint Stock Company, the construction volume did not increase according to the registered plan. From the results of the actual inspection of the project construction progress, the Department of Construction assessed: With the current weather conditions and construction situation of the contractors, completing the technical traffic on December 19, 2025 is impossible without the great efforts and determination of the investor and the construction contractors.

For Component Project 2, Bien Hoa - Vung Tau Expressway Project, the Provincial People's Committee requested Project Management Board 85 ( Ministry of Construction ), the investor, to direct the contractor to carry out the clearance of water flow at canals, rivers and streams and repair public roads and residential roads to ensure traffic safety for vehicles and people participating in traffic and be responsible before the law in case of traffic insecurity due to the delay in repairs by the contractors.

According to Mr. Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Bien Hoa - Vung Tau Expressway Project is included in the list of important national projects, key to the transport sector. For the project, the Prime Minister has directed that the technical traffic opening must be completed before December 19, 2025. To achieve this goal, the Provincial People's Committee organized a commitment signing ceremony between the investor and contractors; at the same time, launched a 140-day and night plan to complete the technical traffic opening of the project.

However, up to now, the construction of the two packages of Component 1 Project is still behind schedule. Specifically, up to now, the project's construction output has only reached more than 50% of the signed contract value and is nearly 27% behind schedule.

Use project completion results to arrange and assign staff

In fact, to speed up the construction progress of Component 1 of the Bien Hoa - Vung Tau Expressway Project, the Provincial Construction Investment Project Management Board has recently implemented solutions to speed up construction. Accordingly, the investor has added subcontractors and transferred the construction volume of slow contractors. However, up to now, the project's construction progress has not changed much.

Speaking at the conference on the progress of public investment disbursement in the province in early October 2025, Mr. Dinh Tien Hai, Deputy Director in charge of the Provincial Construction Investment Project Management Board, said: In September 2025, heavy rains had greatly affected the construction work of contractors at the project. Therefore, the unit requested contractors to take measures to strengthen construction and compensate for the progress in October 2025.

According to Chairman of the Provincial People's Committee Vo Tan Duc, the completion of the technical traffic opening of Component 1 of the Bien Hoa - Vung Tau Expressway Project is a political task of the Provincial Party Committee and Provincial People's Committee before the Prime Minister and the Ministry of Construction to serve the connection to Long Thanh International Airport. Therefore, the Provincial People's Committee requests the Provincial Construction Investment Project Management Board to strictly implement the instructions of the Provincial People's Committee to speed up the project implementation progress. Specifically, the investor will add contractors, direct contractors to increase machinery, equipment, materials, and workers to carry out construction in "3 shifts, 4 shifts", "not enough work during the day, take advantage of working at night"... "The collective leadership of the Provincial Construction Investment Project Management Board must thoroughly grasp and identify this as the top political task to focus on directing and urging contractors to speed up the project progress. Completing the technical traffic opening of the project according to the direction of the Prime Minister is the result to consider arranging and assigning leaders of the Provincial Construction Investment Project Management Board in the coming time" - Chairman of the Provincial People's Committee Vo Tan Duc said.
