Administrative procedure reform contributes to promoting development

In 2025, administrative procedure reform (APR) in Dong Nai province recorded many strong steps forward.

With the determination to accompany the people and businesses, the province has synchronously deployed solutions, especially improving infrastructure, applying information technology and promoting the effectiveness of public administrative service centers at all levels. Thereby, it has contributed to increasingly better service for the people and businesses, creating a driving force to promote economic growth in 2025.

1.67 million working days were shortened

Implementing the Government 's resolutions and reform programs related to administrative procedure reform, in recent times, the Provincial People's Committee has proactively deployed many important plans, established working groups to review administrative procedures and continuously issued directive and management documents. For example, the 30-day Campaign to Improve the rate of digitalization of records, online public services, and online payments (taking place from the end of July to August 2025). The campaign has created a clear change in the awareness and actions of the staff, as well as the level of participation of the people. At the same time, the Provincial People's Committee also regularly organizes training courses and thematic conferences to ensure the quality implementation of the task of controlling administrative procedures at both the provincial and communal levels.

At the working session of the Provincial People's Committee with the working delegation of the Government Office on the implementation of Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on approving the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026; Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government on implementing administrative procedures under the one-stop-shop and one-stop-shop mechanism at the One-stop-shop Department and the National Public Service Portal recently, Deputy Director of the Provincial Center for Public Administration Services Nguyen Thi Thanh Thao said: In order to review and simplify procedures related to production and business, the Provincial People's Committee has issued 11 decisions approving the plan to simplify 298 administrative procedures. Thanks to that, it has helped significantly reduce the time for processing records for state agencies and compliance costs for both businesses and people. From July to November 2025, the province received nearly 730,000 dossiers, of which 91.8% were processed ahead of schedule, equivalent to 1.67 million working days shortened. Thereby, helping people and businesses significantly save compliance costs and improve efficiency in the process of implementing administrative procedures. On the other hand, out of a total of more than 1,100 administrative procedures related to enterprises, more than 95% of administrative procedures were provided online. The province aims to have 100% of procedures related to enterprises performed online by the end of 2025, smoothly, seamlessly, effectively, ensuring transparency and minimizing paperwork.

Dong Nai ranked 3rd out of 34 provinces and cities

To improve the quality of service to the people, recently, Dong Nai has paid great attention to organizing and perfecting the Public Service Center at all levels.

Provincial Party Committee member, Director of the Department of Science and Technology Pham Van Trinh added: The Provincial People's Committee has issued decisions to supplement funding for the two-level government, including the synchronous equipping of the Public Service Center in 95/95 communes and wards. This is an important step to ensure adequate and modern facilities, creating favorable conditions for receiving and handling administrative procedures for people and businesses. Accordingly, all communes and wards have achieved 16/16 criteria on infrastructure, greening the whole province, contributing to improving operational capacity, creating synchronization between units in the administrative procedure handling system.

The province is making efforts to continue implementing and completing a number of targets in 2025 and the first quarter of 2026, such as: the rate of providing full-process online public services over the total number of eligible administrative procedures reaching 80%; the rate of providing electronic results of administrative procedures reaching 100%; the rate of handling feedback and recommendations on time reaching 100%.

In particular, at the Public Service Centers, localities have proactively arranged human resources, guided people to use online public services, reduced pressure at the one-stop shop, helped save time and costs, and increased transparency in handling procedures. Currently, the whole province has more than 1,300 officials, civil servants and volunteers participating in direct support at the centers, ensuring the most convenient service for people.

Ms. Nguyen Thi Hanh, resident of Nhon Trach commune, shared: “At the commune’s Center for Cultural Affairs, in addition to the staff handling the documents inside the counter, there are always some staff on the outside to guide people from the beginning, especially when completing online documents. Thanks to that, the documents are processed faster.”

Dong Nai also focuses on diversifying forms of support, people sending feedback and recommendations to contribute to improving the effectiveness of provincial governance. Currently, the province has 10 channels to receive feedback and recommendations from people and businesses; in which the main channels are: Call Center 1022, National Public Service Portal, Zalo, Citizen website and other online channels. From July 1 to December 2, 2025, the whole province received nearly 24,000 feedbacks, of which 99.83% were processed.

Efforts on many fronts have brought positive changes and remarkable achievements to the province. According to the People and Business Service Index under Decision No. 766/QD-TTg, dated June 23, 2022 of the Prime Minister, up to now, the province ranks 3rd out of 34 provinces and cities, up 12 places compared to the assessment results in early July 2025. The satisfaction level in receiving and handling administrative procedures of the province reached 96.4% (exceeding the minimum target of 90% by 2025 of the Government).

Also at the recent working session of the Provincial People's Committee with the working delegation of the Government Office, comrade Le Truong Son, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, in recent times, the reform of administrative procedures has been directed very strongly by the province. The positive results achieved have contributed to the implementation of targets and tasks in the socio-economic development of the province. In the coming time, with the spirit of focusing on the people and businesses, Dong Nai will continue to promote this work to build a modern, transparent, professional administration, create an open investment environment, accompany businesses, contribute to sustainable socio-economic development in the new period.
