The impact of the recent floods shows that many localities in the province were severely flooded, causing significant property damage. In addition, numerous irrigation works are at risk due to the serious deterioration of many sections of dikes, pumping stations, canals, and reservoirs.

Given this situation, the renovation and upgrading of these facilities is absolutely necessary. To address this issue, the Department of Agriculture and Environment and the Department of Finance are urgently developing plans to advise the province on implementing solutions in the near future.

At the conference, several delegates pointed out that Bac Ninh currently has a complex system of rivers and irrigation canals, holding a strategic position in the Red River and Thai Binh River basins. This system includes major rivers that play an important role in irrigating agriculture, supplying water for industry and daily life. At the same time, the dike system is also a crucial line of defense against major floods, protecting production and livelihoods.
However, the current irrigation and dike system still has many shortcomings: Many structures have deteriorated, and important dikes, embankments, sluices, and pumping stations built long ago no longer meet the new flood control standards, posing a potential safety risk in the context of increasingly extreme climate change. The rapid development of industrial zones, urban areas, and craft villages also puts great pressure on the irrigation system, which must both meet the increasing water supply demand and ensure rapid drainage for industrial zones and residential areas, while also facing increasing water pollution.

Therefore, the development and implementation of a comprehensive and unified solution for the repair, upgrading, and new investment in irrigation and dike systems for the entire province after the merger until 2030 is an urgent and strategic requirement. Accordingly, the proposed total budget for the renovation and upgrading of all irrigation works in the province is over 32 trillion VND, of which priority projects for investment in the 2026-2030 period account for over 18.5 trillion VND.
