In this situation, the renovation and upgrading of the works is extremely necessary. To overcome this situation, the Department of Agriculture and Environment and the Department of Finance are urgently developing plans to advise the province to implement solutions in the coming time.

At the conference, some delegates pointed out that Bac Ninh currently has a complex river and irrigation system, holding a strategic position in the Red River and Thai Binh River basins. This system includes large rivers, playing an important role in irrigation for agriculture, water supply for industry and daily life. At the same time, the dike system is also an important line of defense against major floods, protecting production and life.
However, the current irrigation and dyke systems still have many shortcomings: Many works have degraded, important dykes, embankments, culverts and pumping stations built long ago no longer meet the new design flood protection standards, potentially posing a risk of insecurity in the context of increasingly extreme climate change. The strong development of industrial zones, urban areas and craft villages also puts great pressure on the irrigation system, which must both meet the increasing demand for water supply and ensure rapid drainage for industrial zones and residents, while facing increasing water pollution.

Therefore, the development and implementation of a comprehensive and unified solution to renovate, upgrade and invest in new irrigation and dyke works for the entire province after the merger until 2030 is an urgent and strategic requirement. Accordingly, the proposed total budget for renovating and upgrading all irrigation works in the province is more than 32 trillion VND, of which priority investment projects in the 2026 - 2030 period account for more than 18.5 trillion VND.
