The land auction project for the construction of new rural infrastructure in An Dong village (formerly Lac Ve commune, now Tan Chi commune) has a planned area of over 107,800 m2 and an estimated population of over 2,000 people. It has been underway since 2015. To date, 125 out of 177 households have received compensation and cleared approximately 97,000 m2 of land with a total cost of over 40.56 billion VND. Currently, 52 households have yet to receive compensation, covering an area of over 28,000 m2. The Tan Chi Commune People's Committee requests the province to allow the completion of the investment preparation procedures, and for relevant agencies to provide guidance on authority, funding sources, appraisal and approval processes, planning adjustments, and the sequence of implementing the next steps of the project.

Based on the opinions of the delegates, Vice Chairman of the Provincial People's Committee Dao Quang Khai instructed Tan Chi commune to review the zoning plan to adjust the detailed land use plan to suit the project. Based on the areas already reclaimed, the commune People's Committee needs to develop an investment project to serve the compensation and land clearance process.
The Vice Chairman of the Provincial People's Committee also noted that, after creating a clean land fund, the Commune People's Committee should continue to develop an investment plan to submit to the Department of Finance for appraisal and approval; at the same time, propose an auction plan for the Department of Agriculture and Environment to appraise and submit to the Provincial People's Committee to determine the starting price and organize the auction of land use rights.
During the implementation process, relevant departments and agencies will strengthen coordination with communes to provide specific guidance and promptly resolve any arising difficulties. The comrade also requested that departments, agencies, and localities review ongoing land use right auction projects with similar obstacles to resolve them by requiring communes to take over and complete the necessary documentation for implementation according to regulations.
The housing project, cultural center, kindergarten, sports field, and market in Dong village, Tam Giang commune, covers a total area of over 93,200 m2 and is invested in by Hai Quan Infrastructure Development Investment Joint Stock Company. The project has paid over 71.5 billion VND in land use fees to the State budget; after deducting infrastructure construction costs, the investor has a surplus of over 2.6 billion VND. The company requests the Provincial People's Committee and relevant departments and agencies to consider and confirm that the company has fulfilled its land use fee obligations; allow the company to account for the surplus as construction costs; permit the transfer of the remaining area to customers; and hand over the project infrastructure to the local authorities for management and use…
Concluding this matter, Vice Chairman of the Provincial People's Committee Dao Quang Khai instructed the Bac Ninh Provincial Tax Department to review and confirm that the Naval Infrastructure Development Investment Joint Stock Company has fulfilled its obligations and paid the full amount for the land use rights auction as stipulated. This will serve as the basis for the Provincial Land Registration Office to issue a land use rights certificate to the enterprise. Simultaneously, it will help the enterprise account for construction costs and hand over the infrastructure to the local authorities for use and management in accordance with regulations.
