At the construction site of the Gioi Phien bridge access road – a crucial connecting section of the project linking National Highways 70, 32C, and 37 with the Noi Bai - Lao Cai expressway – the atmosphere is one of intense activity. The road, over 2 km long and with a total investment exceeding 80 billion VND, is striving for completion before December 31st.
Mr. Nguyen Van Duy, a technical officer at Hiep Phu Co., Ltd., said: “We have mobilized 2 excavators, 6 transport trucks, 6 rollers, 1 bulldozer, and 1 paving machine for the construction sites. Despite the difficult construction conditions, the unit is still working continuously, with overtime until 11 PM to compensate for the time lost due to the weather.”

The project encountered some obstacles in compensation and land clearance, but with the principle of "construction wherever land is available," the construction unit focused on accelerating progress and completing the road with the highest quality, ensuring technical and aesthetic standards.
Mr. Nguyen The Chien from the Construction Supervision and Inspection Consulting Joint Stock Company stated: “The supervisory team regularly checks materials, technical specifications, and the quality of each item, ensuring compliance with the design documents. All materials are rigorously inspected before use, ensuring quality before being used in the construction.”
To date, the project has achieved over 77% of its volume. Mr. Dinh Tien Thang, Deputy Head of Project Management Department 2, Investment and Construction Project Management Board No. 1, said: “Immediately after the households handed over the land, the investor directed the implementation of construction to shorten the waiting time and ensure the project is completed ahead of schedule. When put into operation, the road will contribute to completing the province's strategic transportation axis, creating favorable conditions for the transportation of goods and traffic flow between localities in the province.”

The upgrade project for National Highway 32C, specifically the Hien Luong - Yen Bai City section (before the merger), is also being accelerated by the relevant units to be completed before December 31st. This project previously faced numerous difficulties due to slow capital allocation and changes in investment policies. After the project's approval, it was revived and its progress accelerated with the goal of becoming an important connecting route, promoting socio-economic development in the locality.
Mr. Vuong Thai Manh, a project management officer at the No. 1 Investment and Construction Project Management Board, stated: “The investor has closely coordinated with the consulting and supervision force and local authorities to urge the contractor to adhere to the schedule and technical standards. Supervision units are required to be on duty daily to check the quality of construction for each item.”

The project required the land acquisition of 216 households in Au Lau ward. Thanks to effective communication and persuasion efforts to help residents understand the significance and benefits of the project, most households agreed to hand over their land. Although their livelihoods mainly depend on agricultural production, recognizing the long-term benefits of the project, Mr. Vu Van Huong's family in Ngoi Dong 1 residential area agreed to the government's acquisition of 600 m² of garden land and 300 m² of residential land for the project's construction.
Mr. Vu Van Huong shared: “When the project was implemented, although many households had to have their land reclaimed, the people all supported it because they understood the significance of the project. In meetings of the local veterans' association, we also propagated and mobilized members to agree and hand over the land on time.”
The project spans over 15 km, with 10 km already completed and the remaining 5 km under construction by Yen Bai Transportation Construction Joint Stock Company. Construction teams are simultaneously working on roadbed, road surface, and drainage ditch construction. To date, the project has completed resettlement, roadbed construction, and over 3 km of asphalt paving.
The simultaneous acceleration of key transportation projects demonstrates Lao Cai province's determination to complete a comprehensive and modern infrastructure system. Upon completion, these projects will create a strategic inter-regional connection axis, expanding development opportunities, promoting trade, and improving the quality of life for the people.
