The conference was held in a hybrid format, combining in-person and online participation with provinces and cities nationwide. At the Ca Mau provincial branch, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Lu Quang Ngoi; the Standing Vice Chairman of the Provincial People's Committee, Lam Van Bi; and the Vice Chairman of the Provincial People's Committee, Huynh Chi Nguyen, attended the conference.

According to a report by the Ministry of Construction , to date, the whole country has 698 social housing projects under implementation with a scale of 657,441 units under the 1 million housing unit plan, reaching 62% of the target set for the period up to 2030. By 2025, the whole country will have completed 102,388 out of 100,275 social housing units, achieving 102% of the annual plan.
Regarding the real estate market, the whole country has 3,297 projects with a scale of 5.9 million units and a total investment of 7.42 trillion VND. The real estate market continues to recover with transaction volumes reaching 537,000 to 785,000 transactions per year. Housing and land prices tend to increase, averaging 10-15% per year, with some areas experiencing increases of up to 30%.
In Ca Mau province alone, 710 out of 601 social housing units have been completed, and 393 units are currently under construction, achieving 118% of the 2025 plan. This makes it one of 18 localities nationwide that have met or exceeded the assigned targets.
At the conference, delegates reported on, assessed, and identified difficulties in managing completed social housing projects; handling surplus and unsold real estate after mergers; the oversupply of housing; issues related to housing and land planning; etc. Based on this, they proposed and recommended solutions to ensure the timely and effective implementation of social housing projects in the future.

Speaking at the conference, Prime Minister Pham Minh Chinh urged ministries, sectors, and localities to continue their efforts and accelerate the implementation of housing-related tasks in the spirit of "leaving no one behind in their right to housing."
Prime Minister Pham Minh Chinh requested the completion of a comprehensive database on the real estate market, including commercial housing, social housing, temporary housing, and dilapidated housing, in a spirit of openness and transparency. He also called for proactive review and removal of legal and policy bottlenecks to ensure maximum flexibility and convenience for citizens and businesses.
Prime Minister Pham Minh Chinh emphasized the need to continue developing a healthy and stable real estate market; to have a transparent mechanism for allocating land and housing; to diversify sources of capital for real estate, to use capital harmoniously, and not to be overly dependent on bank capital; to ensure balance and control inflation; to control input prices for real estate; and to address the issue of real estate inventory.
