On the morning of December 17th, at the meeting hall on the 5th floor of building C, the Provincial Party Committee headquarters, Thai Nguyen Provincial Party Committee organized a regular online dialogue conference between the Provincial Party Secretary and the people in the province for the year 2025. The conference was connected online to 92 commune and ward locations throughout the province.

Comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee, chaired the conference. Attending at the provincial level were members of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Committee's Standing Board; the Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee and the Provincial Fatherland Front Committee; and leaders of provincial departments, agencies, and mass organizations. At the grassroots level, there were leaders of Party committees, governments, mass organizations, officials, civil servants, and representatives of the people.

In his opening remarks at the conference, the Provincial Party Secretary emphasized that 2025 is the year the entire province will comprehensively implement the restructuring of administrative apparatus and units in the spirit of "Small - Lean - Strong - Efficient - Effective - Effective". The purpose of this dialogue conference is to promptly understand the thoughts, aspirations, difficulties, and obstacles arising from the grassroots level; thereby improving leadership, direction, and management methods, ensuring the stable and smooth operation of the two-level government apparatus, and serving the people even better. In the spirit of openness, listening, and action, he requested that delegates and the people speak frankly, concisely, and to the point; and that agencies and units provide direct responses, clearly outlining responsibilities and solutions.

Speaking and reporting at the Conference

At the Conference, delegates heard a summary report on the province's political tasks for 2025; and a summary report of opinions and recommendations from officials, civil servants, and the public submitted to the Conference. According to the summary, the Organizing Committee received 67 opinions and recommendations from officials, civil servants, and the public, including 13 opinions expressed directly; in addition, 18 opinions were submitted in writing. The opinions and recommendations focused on practical issues, especially difficulties and obstacles arising in the operation of the two-tiered local government model; the arrangement and placement of officials and civil servants at the commune level; issues related to decentralization of management, budget expenditure, digital transformation, and allowances for part-time officials at the grassroots level… At the same time, they recommended that the province pay attention to investing in, repairing, and upgrading infrastructure, works, and projects serving socio-economic development in the locality.

In a spirit of democracy and responsibility, the Provincial Party Secretary directly chaired the dialogue session; leaders of relevant departments, agencies, and units exchanged views, answered questions, clarified each proposed suggestion, and suggested solutions and implementation timelines within their authority. Many issues were resolved immediately at the meeting, creating high consensus and unity among cadres, Party members, and the people.

In his concluding remarks at the conference, the Provincial Party Secretary affirmed that practical implementation has shown that the two-tiered government apparatus of the province has basically operated stably, ensuring efficiency, effectiveness, and efficiency, and has received high approval and support from cadres, Party members, and the people. However, difficulties and obstacles have arisen during the implementation process, especially at the grassroots level, which need to be further studied and promptly resolved.
The comrade acknowledged and highly appreciated the frank, constructive, and responsible spirit of the people; and affirmed that the opinions and suggestions raised at the Conference were valid and would be fully considered, including those that had been compiled but not yet directly expressed. The comrade requested that agencies and units promptly review, classify, advise on solutions, and provide written responses to all 67 opinions and suggestions from the people at the Conference and any newly arising issues; focusing on resolving obstacles related to personnel work, administrative procedure reform, and the operation of the two-tiered local government, thereby contributing to building a cleaner, stronger, and more effective Party and political system.
