
According to Lam Dong Department of Home Affairs, after the merger and operation, the province has 14 provincial-level specialized agencies and the Provincial Industrial Park Management Board, a decrease of 4 agencies compared to before the merger (a decrease of 22.2%); the total number of specialized departments at the department level is 102, a decrease of 227 (a decrease of 69% compared to before the merger); there are 1,654 public service units, a decrease of 149 units (a decrease of 8.2% compared to before the merger); there are 124 communes, wards, and special zones, a decrease of 205 commune-level units (a decrease of nearly 37.7% compared to before the merger).
The Provincial People's Committee also assigned the total number of civil servant positions and the number of employees receiving salaries from the state budget in 2025 in agencies, organizations and units including 9,976 civil servant positions (provincial level 3,743, commune level 6,233) and 59,347 employees (not including public service units that self-insure regular expenses, public service units that self-insure regular expenses and investment expenses).
However, in reality, the number of civil servants is still insufficient compared to the payroll quota and the number of employees assigned. To meet the task of operating the two-level local government, the Department of Home Affairs said that in the past time, it has regularly reviewed the quantity and quality of the province's civil servants, especially at the commune, ward, and special economic zone levels, working on digital transformation, science - technology and innovation, and fields such as finance, construction, land, environmental resources, justice, etc. Thereby, the department has advised the Provincial People's Committee to deploy many timely solutions, contributing to supporting and gradually improving the effectiveness and efficiency of state management of commune-level governments.
Along with the dispatch of 260 provincial-level civil servants and public employees to support the People's Committees of communes, wards and towns in the whole province from the beginning of August 2025, Lam Dong has carried out a comprehensive review of the staff of the Party, the Front and the local government. On that basis, the province reassigned tasks, mobilized and appointed civil servants under its authority and proposed competent authorities to consider transferring civil servants between the Party and the government, ensuring that they are suitable for their professional qualifications and work experience.
At the same time, Lam Dong Department of Home Affairs has also advised the Provincial People's Committee to authorize many contents in the management of civil servants and public employees according to the principle of "local decision, local action, local responsibility", thereby shortening the administrative procedure process and creating initiative for the grassroots level. In particular, authorizing the People's Committee at the commune level to proactively sign contracts to perform specialized, professional work or support services that the existing human resources cannot meet, in order to serve the internal activities of agencies, organizations and units decided by the head of the agency using civil servants according to the requirements of implementing the work plan.
