
According to the Lam Dong Department of Internal Affairs, after the merger and commencement of operations, the province has 14 specialized provincial-level agencies and the Provincial Industrial Parks Management Board, a reduction of 4 agencies compared to before the merger (a decrease of 22.2%); the total number of specialized departments at the provincial level is 102, a decrease of 227 (a decrease of 69% compared to before the merger); there are 1,654 public service units, a decrease of 149 units (a decrease of 8.2% compared to before the merger); and there are 124 communes, wards, and special zones, a decrease of 205 commune-level units (a decrease of nearly 37.7% compared to before the merger).
The Provincial People's Committee also allocated a total of 9,976 civil servant positions and 59,347 employees receiving salaries from the state budget in agencies, organizations, and units in 2025 (3,743 at the provincial level and 6,233 at the commune level) and 59,347 employees (excluding public non-business units that are self-sufficient in recurrent expenditures, and public non-business units that are self-sufficient in both recurrent and investment expenditures).
However, in reality, the current number of civil servants and public employees is still insufficient compared to the allocated staffing quota and the number of assigned personnel. To meet the task of operating the two-tiered local government, the Department of Internal Affairs stated that it has regularly reviewed the quantity and quality of the province's civil servants and public employees, especially at the commune, ward, and special zone levels, working on digital transformation, science and technology and innovation, and other fields such as finance, construction, land, natural resources and environment, and justice. Through this, the department has advised the Provincial People's Committee to implement many timely solutions, contributing to supporting and gradually improving the effectiveness and efficiency of state management at the commune level.
Along with the secondment of 260 provincial-level civil servants to support the People's Committees of communes, wards, and towns throughout the province from the beginning of August 2025, Lam Dong province has implemented a comprehensive review of the staff of civil servants and public employees in the Party, Front, and local government sectors. Based on this, the province is reassigning tasks, transferring and appointing civil servants under its authority, and proposing to the competent authority to consider transferring civil servants between the Party and government sectors, ensuring suitability with professional qualifications and work experience.
At the same time, the Lam Dong Department of Internal Affairs has also advised and submitted to the Provincial People's Committee for authorization many aspects of civil servant management according to the principle of "local authorities decide, local authorities act, local authorities are responsible," thereby streamlining administrative procedures and creating proactiveness at the grassroots level. In particular, it authorizes the People's Committees at the commune level to proactively sign contracts for professional and technical work or support services that the existing human resources cannot meet, in order to serve the internal operations of agencies, organizations, and units as decided by the head of the agency employing civil servants according to the requirements of the work plan.
