Lam Dong will dissolve regional agricultural technical stations by the end of October 2025

Lam Dong province's agricultural extension system currently includes: the Provincial Agricultural Extension Center and 14 affiliated regional agricultural technical stations. The system is performing the task of managing and providing professional support to 124 communes, wards and special zones in the area.

According to the plan proposed by the Department of Agriculture and Environment of Lam Dong province, after dissolution, the Agricultural Extension Center will transfer 40 positions (including 17 positions that have been laid off according to Decree 178) from regional agricultural technical stations to the Center and transfer 310 positions to 124 communes, wards, and special zones.

Regarding personnel, the total number of officers and employees at 14 stations is currently 326 people; of which, there are 280 professional officers, 30 professional contract employees and 16 service support contract employees.

After dissolution, the personnel arrangement plan was implemented in the following direction: Arrange and rearrange 10 competent, highly specialized, and experienced management officials to work in the specialized departments of the Provincial Agricultural Extension Center, taking on professional work, training, consulting, and technology transfer.

At the same time, 272 civil servants, 30 professional labor contracts and 8 special service support workers in Phu Quy Special Zone were transferred to work at commune-level public service units to take on the role of grassroots agricultural extension workers, directly guiding farmers in production.

Regarding finance and assets, an inventory of all assets, tools, equipment, vehicles, and financial records of the stations will be organized by October 31, 2025; a record of handover of assets, tools, and records will be made to the Provincial Agricultural Extension Center to coordinate with competent authorities for management and implementation direction.

After dissolution, the professional tasks of the regional agricultural technical stations will be assigned and transferred. Accordingly, the Provincial Agricultural Extension Center will perform the role of directing, guiding, supervising, inspecting, training, and providing technical training; managing and operating the information system, database, and digital platform on agricultural extension in the whole province; organizing key agricultural extension programs, provincial-level models, international cooperation projects, etc.

The People's Committees of communes, wards and special zones receive the task of implementing grassroots agricultural extension activities; arranging on-site agricultural extension workers, providing consultation, technical support, and production guidance for farmers...

According to the Department of Agriculture and Environment of Lam Dong province, in recent times, regional agricultural technical stations have actively contributed to the transfer of technical advances, production support and capacity building for farmers. Thereby, making an important contribution to the development of the local agricultural sector.

However, the current organizational model is no longer suitable for the requirements of public administration innovation and modern development trends. On the other hand, there is still a situation of overlapping functions, dispersion of resources, lack of connectivity and limitations in autonomy and self-responsibility in operations.
