Support 95 wards and communes to remove obstacles in the fields of land and environment

(DN)- On October 23, Deputy Director of the Department of Agriculture and Environment of Dong Nai province, Dang Minh Duc, chaired a conference to discuss and resolve difficulties and obstacles in handling administrative procedures (TTHC) in the field of land and environment under the jurisdiction of the People's Committees at the commune level. The conference was connected online to 95 wards and communes in the province.

According to Mr. Dang Minh Duc, from July 1, 2025, commune-level authorities will be assigned many new tasks; specifically in the field of land management, there are 93 tasks. To ensure the smooth operation of the two-level government, the department has advised the Provincial People's Committee to issue 23 decisions announcing the list of administrative procedures, 21 decisions approving electronic procedures, and 12 decisions announcing internal administrative procedures in the fields of agriculture and environment. Currently, 100% of administrative procedures in the agriculture and environment sector under the authority of the commune level have been implemented as online public services.

To support local authorities during the transition process, the department has deployed nearly 300 personnel in two waves to 95 wards and communes to receive applications, guide people, and support the commune-level one-stop service centers in carrying out tasks in the fields of land and environment; and organized training conferences and guidance sessions.

According to the leaders of the Department of Agriculture and Environment, the current difficulties and obstacles faced by localities mainly relate to land use limits, extension of land use periods, change of land use purposes, revocation of land use certificates, authority to issue certificates, land management software, and application processing procedures.

Regarding the issue of slow internet connection affecting the land management software, the department has conducted a field survey and implemented technical solutions to address it. On October 17, 2025, the department sent another document to 95 communes and wards requesting them to review and report specifically on the difficulties and compile statistics on the causes of delayed applications in the administrative procedure processing.

According to Mr. Dang Minh Duc, the province is also accelerating the 90-day campaign to build and complete the land database. In this campaign, the People's Committees at the commune level are responsible for collecting land use right certificates, house ownership certificates, and citizen identification cards of users and owners not yet included in the land database, and completing this before November 15, 2025. This is an important task, contributing to the completion of the province-wide land database and better serving the handling of administrative procedures. Therefore, communes and wards should pay attention to directing and strengthening propaganda and mobilization of people to cooperate in implementation, ensuring the set progress.

At the conference, many wards and communes reported difficulties and obstacles in resolving administrative procedures under their newly decentralized authority; a shortage of personnel to perform specialized tasks; and delays in land clearance due to the lack of some regulations being issued.

Many opinions and suggestions raised at the conference, as well as local reports submitted prior to the conference, were directly addressed by representatives from the Department of Agriculture and Environment. For some issues, the department will compile the information and provide written responses or report and recommendations to the relevant authorities for clarification and guidance.
