Attending the discussion session of Group 3 were members of the Provincial Party Standing Committee: Bui Thanh An - Standing Vice Chairman of the Provincial People's Committee; Nguyen Van De - Vice Chairman of the Provincial People's Committee; and Ngoc Kim Nam - Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department. Also present were Nguyen Nam Dinh - Standing Vice Chairman of the Provincial People's Council; and representatives from the leadership of various departments, agencies, and communes.
Comrade Hoang Van Hiep - Member of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People's Council of Do Luong commune - served as the group leader to chair the discussion of Group 3.

Low disbursement rate
During the discussion in Group 3, the majority of delegates basically agreed with the Provincial People's Committee's report on the results and some shortcomings and limitations in the report on the socio-economic situation in 2025 and the key tasks and solutions for 2026.
Besides the achievements, the provincial People's Council delegates also focused on evaluating and analyzing the difficulties and obstacles in practice. Delegate Phan Thi Minh Ly - Head of the Department of Political Theory and Party History, Propaganda and Mass Mobilization Committee of the Provincial Party Committee, suggested: After the operation of the two-tiered government, 20 communes and wards in the province have political training centers. However, due to the lack of allocated training funds and obstacles in operating regulations, many centers have not been able to open training classes for new Party members. This is a reason why localities have not met their targets for Party membership recruitment.

The delegates suggested that the Department of Finance study the allocation of training funds in accordance with the activities of the two-level local government; and create favorable conditions for the Political Center to carry out its task of training and developing cadres and Party members in a high-quality and professional manner.

Representative Tran Dinh Toan - Deputy Head of the Legal Affairs Committee of the Provincial People's Council - reflected on the situation of inflated land prices during auctions, making it difficult for people who need to buy land for housing. People who need to convert agricultural land to residential land face difficulties due to the excessively high fees. He suggested that the Provincial People's Committee should have solutions to regulate and harmonize land auctions and non-auction land allocation so that some people can buy land without going through the auction process, ensuring the rights of people who need residential land.
Representative Tran Dinh Toan reflected that after the merger, the communes have become larger in scale; the number of hamlets and the population have increased, but the means and equipment for information technology have not met the requirements. He requested the Provincial People's Committee to have a specific plan and allocate resources to equip cultural centers in hamlets and villages with technology so that people can access information more quickly and to create favorable conditions for local authorities in directing and managing affairs.

Concerned about the implementation of national target programs, delegate Lo Thi Kim Ngan - Head of the Ethnic Affairs Committee of the Provincial People's Council - expressed worry about the low disbursement rate of 3 national target programs (reaching only 20.2% of the total plan) when operating under a two-tiered government system. In particular, the national target program for socio-economic development in ethnic minority and mountainous areas has a low disbursement rate; the handover of implementation of national target programs from the district level to the commune level is still fraught with difficulties, slowing down the implementation and disbursement process.
We propose that the Provincial People's Committee focus its leadership and guidance on developing feasible and groundbreaking solutions to achieve the goals of the national target program. We also propose that the Provincial People's Committee direct the Department of Finance to work specifically with the State Treasury to find solutions to overcome difficulties.
Removing obstacles
During the group discussion session, representatives from the Finance, Agriculture, and Environment departments exchanged views, clarified, and answered questions raised by the provincial People's Council delegates.
Deputy Director of the Department of Finance Nguyen Viet Hung explained that, in addition to issues arising from the beginning of the period, the implementation of the national target program in 2025 faced several difficulties, including funding carried over from 2022, 2023, and 2024. In 2025, Nghe An province suffered significant damage from natural disasters; after the implementation of the two-tiered local government system, officials in charge of national target programs were transferred, etc. Some localities were not proactive enough in implementing the program.

The Deputy Director of the Department of Finance stated: At the 10th session, the National Assembly is discussing allowing the extension of the implementation and disbursement period of state budget funds for national target programs in 2025 (including funds from 2021, 2022, 2023, 2024, and funds from 2024 carried over to 2025) until December 31, 2026.
However, the task of disbursing capital for national target programs is one of the important political tasks affecting the overall disbursement rate of the entire province. It requires priority leadership and guidance, striving to achieve the disbursement target set by the Prime Minister.

Therefore, from now until the end of the 2025 capital disbursement period, we will continue to accelerate the implementation progress, definitively resolve obstacles related to land clearance, and ensure the handover of clean land for construction.
At the same time, ensure sufficient staff are assigned to continue implementing national target programs without any omissions or delays; and strengthen inspection and supervision of program implementation results to ensure regular and continuous monitoring.
Speaking at the Group 3 discussion session, Standing Vice Chairman of the Provincial People's Committee Bui Thanh An shared the difficulties faced by units and localities in operating a two-tiered local government system, emphasizing the need for high determination and great efforts from these localities.

The Standing Vice Chairman of the Provincial People's Committee informed that the Provincial Party Standing Committee has decided to establish 14 supervisory teams, headed by members of the Standing Committee, to supervise key and priority issues in communes and wards. This will provide an overall picture of the situation at the grassroots level and guide the timely resolution of difficulties and obstacles following the implementation of the two-tiered local government system.

Regarding budget management, the Standing Vice Chairman of the Provincial People's Committee instructed the Department of Finance and other departments and agencies to promptly advise the Provincial People's Committee on adjustments to suit the actual situation; and at the same time, to overcome obstacles related to the sectors under their responsibility when operating the two-tiered government at the local level, including the allocation of budgets to commune-level political centers.
The Standing Vice Chairman of the Provincial People's Committee requested the Department of Finance to provide detailed guidance to communes on expenditure items, and during the management process, promptly advise the Provincial People's Committee and the Provincial People's Council on adjustments to closely match the actual situation.
Regarding land auctions, Comrade Bui Thanh An clearly stated the province's stance on adhering strictly to legal regulations, following principles to avoid complaints, accusations, violations, and abuse of policies in land auctions.
Regarding the proposal to allocate resources to equip cultural centers in hamlets and villages with technological equipment, the Standing Vice Chairman of the Provincial People's Committee emphasized that after the operation of the two-tiered government system, many items require investment, while the province's budget resources are limited. Therefore, the province will review and rearrange the physical infrastructure, offices, and facilities to prioritize investment in construction and supplementation, especially in mountainous and remote areas; and at the same time, gradually overcome and resolve difficulties and obstacles in the implementation process.

Concluding the discussion session, Comrade Hoang Van Hiep acknowledged and highly appreciated the responsible and insightful contributions of the delegates. These opinions will be compiled by the Provincial People's Council and reported at the plenary session this afternoon (December 11th).
