On the morning of December 11th, the National Assembly voted to approve the Resolution on the investment policy for the National Target Program on New Rural Development, Sustainable Poverty Reduction, and Socio -Economic Development in Ethnic Minority and Mountainous Areas for the period 2026-2035.
The electronic voting results showed that 430 out of 440 National Assembly delegates present voted in favor, representing 90.91% of the total number of delegates.

Before proceeding to the vote, the National Assembly heard Minister of Agriculture and Environment Tran Duc Thang, authorized by the Prime Minister, present a summary report on the acceptance and explanation of opinions from National Assembly deputies and the revisions to the draft Resolution. Based on the discussions in the working groups and the plenary session, the Minister clearly stated the main contents that the Government had incorporated and finalized.
According to Minister Tran Duc Thang, the draft has been revised to ensure that the overall objectives of the Program are consistent with major policies and orientations on building modern, prosperous, beautiful, distinctive, and sustainable new rural areas, linked to urbanization and climate change adaptation; comprehensive development of ethnic minority and mountainous regions; and the implementation of multidimensional, inclusive, and sustainable poverty reduction, with a focus on prioritizing ethnic minority and mountainous regions. The important goals and targets for the 2026-2035 period have also been reviewed and their feasibility specifically determined.
The draft Resolution has been revised to clearly demonstrate a focus on prioritizing particularly disadvantaged communes and villages; ethnic minority and mountainous regions; security zones, border areas, and islands.
The draft also includes revisions to the principles of central government budget allocation, emphasizing the prioritization of resources for particularly disadvantaged communes and villages, and ethnic minority and mountainous regions; while simultaneously strengthening maximum decentralization to localities in conjunction with resource allocation.
The content regarding the management and operation mechanism of the Program has been revised to create flexibility within the scope of authority of the Government and the Prime Minister. During the feasibility study phase, the lead ministry for each component and its corresponding content will be identified to clarify the focal point and responsibilities for future implementation.
The draft Resolution adds several specific mechanisms to thoroughly decentralize power and authority, creating proactiveness and flexibility for localities in implementation, in accordance with actual conditions and regional characteristics.
Minister Tran Duc Thang emphasized that the Government affirms that integrating the three national target programs will not disrupt or overlook any policies, while giving the highest priority to the development of ethnic minority and mountainous regions.
The government is committed to implementing the Program decisively and effectively, contributing to the realization of the Party and State's goal of improving the lives of the people, especially those in ethnic minority and mountainous regions.
