Proposal to expedite the preparation and approval of planning for communes and wards following administrative unit reorganization.

During the group discussion session, many delegates of the Nghe An Provincial People's Council and leaders of communes and wards suggested focusing on accelerating the progress of preparing and approving new planning when operating a two-tiered government system, in order to promptly implement public investment projects and economic development.

The delegates assessed and unanimously agreed on the positive results in socio-economic development and the reorganization of commune-level administrative units in the province; at the same time, they acknowledged the efforts to overcome difficulties and challenges in the leadership and management of the Provincial People's Committee.

Besides the achievements, the provincial People's Council delegates also assessed and analyzed the difficulties and obstacles encountered in practice.

Expressing deep concern over the difficulties in recruiting labor, especially skilled workers, delegate Nguyen Thi Anh Hoa - Deputy Chief of the Office of the Delegation of National Assembly Deputies and Provincial People's Council - questioned the Department of Education and Training about the progress of implementing Directive No. 33 of the Provincial Party Standing Committee, particularly the establishment of the Steering Committee for connecting labor supply and demand at the provincial and commune levels to address labor issues.

Delegates also raised long-standing issues such as concerns about food safety and the control of counterfeit goods, and suggested that relevant departments and agencies need to take decisive measures to control and handle violations.

Emphasizing the difficulties that businesses are facing, especially the decline in revenue from business operations, delegate Chu Duc Thai - Head of the Culture and Social Affairs Committee of the Provincial People's Council - suggested that provinces and relevant departments and agencies need to have solutions to support businesses in their recovery.

The Head of the Culture and Social Affairs Committee of the Provincial People's Council also mentioned the inadequacies in the allocation of regular funding for education at all levels, especially secondary, primary, and preschool education, and requested relevant agencies to review and ensure full allocation.

Furthermore, delegate Chu Duc Thai also mentioned the serious deterioration of infrastructure at provincial-level cultural and sports facilities, especially the High-Performance Sports Training Center, emphasizing the need for investment in upgrades. He also requested that shortcomings in policies and regulations for athletes be addressed to ensure their rights and encourage them to train and compete with peace of mind.

Representing the voters of Quynh Luu commune, delegate Vo Thi Van - Vice Chairman of the People's Council of the commune - requested relevant departments and agencies such as the Department of Internal Affairs and the Department of Finance to provide guidance on the payment of allowances to positions such as village heads and block leaders after the administrative unit merger, as there is currently no specific guidance document for the locality to implement the payment.

Delegate Vo Thi Van also raised concerns about the organization and management of grassroots associations, particularly those under the management of the Fatherland Front but lacking detailed guidelines on personnel and organization. Therefore, the grassroots level requested that relevant agencies, especially the Provincial Fatherland Front, promptly provide solutions and guidance to promote effective management of these associations.

During the discussion, Mr. Le Khanh Toan, Vice Chairman of the People's Council of Quynh Phu commune, presented several urgent issues in the locality. Delegates emphasized the need to expedite the process of preparing and approving commune and ward planning after administrative unit reorganization in order to promptly implement public investment projects and economic development.

The delegates also requested that the province consider adjusting the planning to allow the Hoang Mai Water Plant to supply clean water to communes in the former Quynh Luu area to meet the essential needs of the people. In addition, delegates raised concerns about definitively resolving the issue of the 8000m² prime land currently lying fallow and urged the prompt restructuring of organizations such as the Senior Citizens' Association and the Red Cross, which have long ceased operations.

During the discussion, representatives from various departments and agencies also addressed some of the feedback and recommendations from the provincial People's Council delegates. Based on this, the working group will compile the information to submit to the provincial People's Council for consideration and to urge the provincial People's Committee and relevant departments and agencies to effectively handle the practical issues that have arisen.
