Proposal for special project of Cat Lai bridge to select investor in special case

According to the report of the Provincial People's Committee, this is one of the projects of special importance in enhancing traffic connection between Dong Nai, Ho Chi Minh City and the Southern key economic region.

The Cat Lai Bridge Construction Investment Project is expected to resolve the overload situation at Cat Lai ferry, enhance smooth connection between Dong Nai and Ho Chi Minh City, create momentum for socio-economic development and effectively exploit urban space, seaports and airports in the region.

The project belongs to group A, special-grade construction, including bridges and roads with a total length of more than 11.6km. The starting point of the project is in Cat Lai ward (Ho Chi Minh City), the end point is at the intersection of Ben Luc - Long Thanh expressway in Dai Phuoc commune, Dong Nai province.

According to the plan, the project will be prepared from 2025, and constructed in the period of 2026-2029. The land use demand is about 120 hectares, of which Dong Nai has nearly 116 hectares. The PPP investment method is under the BT contract, payment to investors is from the revenue from public land auction or public investment capital.

The total preliminary investment is nearly 18.3 trillion VND (excluding interest), including 2 basic investments: construction costs of more than 11.5 trillion VND; compensation, support, and resettlement of nearly 3 trillion VND...

In addition, the Provincial People's Committee proposed that the Provincial People's Council agree to apply the form of selecting investors in special cases due to the urgency of the project to effectively exploit Long Thanh International Airport, connect with Ho Chi Minh City and develop the province's economy; at the same time, request investors to reduce at least 5% of the BT contract value to ensure economic efficiency. The project will organize a competition for bridge architectural plans according to the provisions of law and PPP.

Once approved, the Provincial People's Committee will direct relevant departments and branches to urgently prepare a feasibility study report, select investors and speed up land auction procedures to ensure project implementation progress.

It is known that the Cat Lai Bridge Construction Investment Project has a proposed project implementation enterprise, Construction Corporation No. 1 - JSC. The province's goal for this project is to start construction in 2026 and put it into operation in 2028.
