Clarifying the impact of the new land price list in 2026
At the working session, on the basis of disseminating 12 draft Resolutions on the budget sector expected to be passed at the year-end meeting, the chair of the review session asked delegates to take turns giving additional opinions on the draft.

Commenting on the draft Resolution approving the first land price list in Nghe An , delegates suggested considering adjusting the draft layout appropriately; having criteria to determine land plots, distances and adjacent levels from the plots on the road surface to the depth between the plots to have appropriate price reduction rates; reviewing to ensure that no plots or routes are missed when approving the Land Price List.

The issuance of the new land price list in 2026 will have a great impact on life, production and business, so it is recommended that the drafting agency make an objective and complete assessment; clarify the differences between this land price list and the new land price list issued in May 2025.
In his explanatory speech, the representative of the Department of Agriculture and Environment stated the legal basis for presenting the new land price list; the difficulties in developing the land price list. Although regulations and land prices are constantly changing and fluctuating, the industry has closely followed, invited consulting units and organized surveys and appraisals in accordance with regulations.
The new land price list will overcome the limitations and shortcomings in determining prices by plot to switch to determining prices by route, accordingly, the street-front lots have the highest prices then gradually decrease inward; the industry also tries to review and cover, not omitting plots, alley routes... Besides, the industrial parks in the Southeast Economic Zone have their own land price list, but the industrial parks outside the Economic Zone do not have land price lists and must apply the common price when reclaiming land. The new land price list will remove these shortcomings and obstacles.

Concerns about the structure of funding sources to ensure policies
Next, the representative of the Department of Finance reported a summary of some policies related to expenditure for newly arising subjects; the revenue structure ensures expenditure for the above activities. Accordingly, to ensure development and social security requirements, annual expenditure sources increase. In addition to the allocation from the central budget, some items must be guaranteed and matched by the local budget. Therefore, it is necessary to review and update the budget revenue situation to ensure this.

Speaking to contribute his opinions, Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh agreed with the proposed opinions of some delegates and noted that there are issues and contents that need to be issued with a Resolution, but there are clear and stable policies on the province's spending sources that do not need to be issued because they are spread out; it is only necessary to manage and assign budget tasks; it is necessary to review information and data in the Appendices for accuracy...
Along with reviewing the draft policy resolutions above, in the morning, the Committee also listened to and commented on the Submission of a number of other resolutions and a number of reports of the Provincial People's Committee on practicing thrift and combating waste; the results of the implementation of the resolutions and supervision recommendations of the Provincial People's Council since the beginning of the term.
Concluding the review session, the chairperson basically agreed with the additional comments and explanations of the relevant departments and branches; at the same time, requested the drafting agencies and the secretary to synthesize and edit the review report to be submitted to the Provincial People's Council.

Draft Resolutions for review on the morning of December 4:
- Resolution approving the first land price list in Nghe An;
- Resolution regulating preferential credit policies entrusted through branches of the Bank for Social Policies in the province;
- Resolution regulating the use of land use fee revenue from the provincial budget to create capital for implementing key projects;
- Resolution on adjusting the state budget estimate for 2025;
- Resolution on the 5-year financial plan for the period 2025 - 2030, report on the 3-year state financial and budget plan 2026-2028;
- Resolution on extending the period of stabilizing local budgets for the 2022-2025 period;
- Resolution on decentralization of revenue sources, expenditure tasks and percentage of revenue division among budget levels in the area;
- Resolution on approving the state budget revenue estimates, local budget expenditures and local budget allocation plan for 2026.
In addition, there are a number of other draft Resolutions.
