The Provincial People's Council's Legal Committee reviewed the draft resolutions submitted to the second session.

On the afternoon of December 3, the Provincial People's Council's Legal Committee held a meeting to review draft resolutions submitted to the second session of the 19th Provincial People's Council. Attending the meeting were comrade Le Thi Thanh Tra, member of the Provincial Party Committee, Vice Chairwoman of the Provincial People's Council; leaders of the Provincial People's Council's Legal Committee; and leaders of relevant departments, branches and units.

The leader of the Provincial People's Council's Legal Committee chaired the meeting.

At the meeting, the Legal Committee of the Provincial People's Council reviewed the draft of 3 resolutions chaired by the Department of Home Affairs, including: Assigning the payroll of cadres and civil servants in specialized agencies and administrative organizations under the Provincial People's Council and People's Committee and the total payroll of cadres and civil servants under local authorities at the commune level in Tuyen Quang province in 2026; Approving the total number of employees receiving salaries from the state budget in agencies, administrative organizations, public service units under the Provincial People's Committee, People's Committees of communes and wards; Approving the number of labor contracts performing professional and technical work according to Decree No. 111/2022/ND-CP of the Government for public service units in the field of education and public service units in the field of health with regular expenditures guaranteed by the State in the province.

The Provincial People's Council's Legal Committee also reviewed the draft resolution on the level of expenditure and time for receiving support for organizing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; the draft regulation on the allowance regime for those performing the task of receiving citizens, handling complaints, denunciations, petitions and reflections in the province; and the Resolution approving the Project on building force organization, training, operation and ensuring regimes and policies for the Militia and Self-Defense Force of Tuyen Quang province in 2026-2030.

At the meeting, the majority of delegates agreed that the draft resolutions ensure legal basis, feasibility, and suitability with reality. The issuance of resolutions is necessary, within the authority, creating a clear legal corridor for agencies, units, and organizations to implement tasks after mergers and acquisitions. Delegates also focused on discussing and clarifying a number of contents on specific criteria regulating the number of commune-level cadres and civil servants; reserve sources for staff; number of labor contracts performing professional work in the field of education; agreeing on the presentation method, adding tables to clarify data...

Concluding the meeting, the leader of the Provincial People's Council's Legal Committee requested the drafting agencies to synthesize and absorb the delegates' comments. At the same time, promptly supplement and complete the submissions and draft resolutions in both content and format, ensuring compliance with legal regulations to be submitted at the second session of the 19th Provincial People's Council.
