Many major issues have arisen from practice.
Opening the discussion session, Chairman of the City People's Council Le Truong Luu emphasized: After Hue became a centrally-governed city and implemented a two-tiered local government model, many positive changes have been observed, but the growth rate remains low, per capita income is not high, and tourism products are still monotonous and heavily dependent on heritage. "How can we achieve double-digit growth in 2026? Where will the resources come from? How can the two-tiered local government model operate effectively?" Mr. Le Truong Luu questioned.
According to La Phuc Thanh, Director of the Department of Finance, the city aims to achieve 13 out of 14 targets in 2025; the remaining unmet targets are mainly due to the low efficiency of some projects. The merger of communes also necessitates a shift in the clean water model from rural to urban areas, while the infrastructure is not yet adequate. To achieve double-digit growth in 2026, Mr. Thanh proposed: reviewing and synchronizing planning to attract investment, a key resource for growth; proposing a special mechanism for Hue; boldly applying effective policies from the central government; accelerating industrial infrastructure development; bringing new projects into operation in 2026; disbursing public investment, clearing land, and supporting businesses; developing heritage-based economy linked to tourism; and expanding festivals to increase visitor numbers.
Delegate Phan Thanh Hai assessed that despite prolonged natural disasters in 2025, many achievements were still made, especially in budget revenue, tourism, and culture and sports . However, the growth potential remains narrow; purchasing power is weak; tourism is still monotonous; public investment and land clearance remain "bottlenecks"; the socialization of culture and heritage is not yet strong; and the rate of access to clean water in rural areas is still low. Mr. Hai proposed five groups of solutions: Removing legal bottlenecks for investment; creating a boost for tourism through night-time economy, cultural economy, and increased regional linkages; promoting the socialization of culture and heritage; developing high-quality human resources, especially in the tourism industry; and building Hue into a "livable city - a green city".
Representative Nguyen Dinh Duc noted that while agriculture is stable, the fisheries sector still has great potential if concentrated farming areas are formed after the merger. The sector will advise on a fisheries development plan for 2026-2030, linking resource improvement, combating destructive fishing, and investing in infrastructure for farming areas.

Streamlining the administrative apparatus and operating a two-tiered local government system.
Participating in the discussion, Director of the Department of Internal Affairs Nguyen Van Manh informed that, to date, the city has reduced 30% of specialized agencies, 20% of departments, 30% of staff, and 102 public service units; at the same time, it has proactively arranged key officials at the commune level from the city and district levels; unified the use of personnel between the Party and the State; and ensured benefits for those under Decree 178.
According to Mr. Manh, shortcomings still exist in the operation of the two-tiered local government model, such as network failures in some localities; a low rate of digitized records; and overlapping in educational decentralization. Mr. Manh proposed that localities should decide on teacher deployment within communes, while cities should deploy teachers across communes; improve information technology infrastructure; supplement mechanisms to attract highly specialized personnel; and invest in commune health stations based on the "mini-hospital" model.
According to Director of the Department of Construction Le Anh Tuan, the sector has grown by over 10%, with a series of major projects underway: the bridge across Thuan An estuary opening up a chain of coastal urban-economic zones; the Nguyen Hoang bridge and Ring Road 3 creating new urban spaces; the Phu My - Thuan An and To Huu extended routes; and the expansion of the North-South expressway to 4 lanes… The volume of infrastructure implemented during this term is "unprecedented," creating a framework for urban development and enhancing competitiveness. Mr. Tuan requested the People's Council to continue monitoring to ensure that key projects are completed on schedule.
Representative Tran Gia Cong questioned the effectiveness of resolutions issued by the City People's Council. Mr. Cong noted that policies must be put into practice, and local authorities must be more decisive to ensure that citizens and businesses have access to them.

Eight key task groups for 2026
In his remarks, the Deputy Secretary of the City Party Committee and Chairman of the Hue City People's Committee, Nguyen Khac Toan, affirmed: 2026 is a particularly important time, the first year of implementing the Resolution of the 17th City Party Congress and the 2026-2030 development plan, and also a major turning point as Hue officially operates as a centrally-governed city. In the context of competition, rapid urbanization, and increasingly high demands for heritage preservation, Mr. Nguyen Khac Toan emphasized: “Hue must act decisively and innovate strongly, especially in policy implementation, which is the decisive factor in transforming policies into concrete results.”
Based on the feedback, the City People's Committee has identified 8 key tasks, including:
To implement the objectives of the Resolution of the 17th City Party Congress, we propose supplementing Hue with sufficiently strong, superior, and groundbreaking mechanisms.
Adjusting the planning for the period 2021-2030, ensuring full coverage of zoning and detailed planning, mobilizing resources for infrastructure development, and preparing the public investment plan for 2026-2030 with a focus on key areas.
Restructuring the economy, developing tourism as a key sector with new products, promoting flight routes, attracting high-end accommodations; developing clean technology industries; and promoting sustainable agriculture linked to the OCOP program and sustainable fisheries.
Complete the budget revenue forecast, tighten the management of public finances and assets, especially land and housing funds and surplus assets.
Promote administrative reform and digital transformation, increase the rate of online applications; revoke slow-progress projects; and support innovative startups.
Developing socio-cultural aspects, prioritizing heritage restoration, cultural industries, education, healthcare, and sustainable employment.
Strengthening national defense and security, developing foreign relations, protecting the environment, and enhancing disaster prevention and response capabilities.
Building a streamlined and effective administrative apparatus, tightening public service discipline, preventing corruption, and resolving complaints definitively; closely monitoring the operation of local governments at both levels.
"Many challenges remain, but with the determination of the entire political system and the unity of the people and businesses, Hue will enter a new phase of rapid and sustainable development," emphasized Chairman of the Hue City People's Committee Nguyen Khac Toan, while also expressing his hope to continue receiving supervision and feedback from the City Party Committee, the City People's Council, the Fatherland Front, and voters to achieve the socio-economic goals for 2026.
