Associate Professor, Dr. Nguyen Tri Thuc, Deputy Minister of Health, affirmed that the action plan of the Ministry of Health is to build a shared digital architecture and platform to ensure integration, connection, communication, and seamless data sharing between units in the Ministry with central and local agencies and the entire political system, in sync with the national architecture and platform.
At the meeting held on the afternoon of December 9, two focal units, the Department of Science , Technology and Training, the National Health Information Center and each Department, Division and Office of the Ministry responsible for implementing Project 06; administrative procedure reform and digital transformation associated with Project 06 on the implementation of building national databases and specialized databases at the Ministry of Health reported to Deputy Minister Nguyen Tri Thuc on the progress of the work.
Up to now, all units have completed the review and restructuring of administrative procedures from manual paper to electronic environment; Review, evaluate, upgrade information systems, databases, connect, and share data to ensure the provision of online public services for administrative procedures with document components replaced by data, reducing paperwork and costs.
The National Health Information Center is the focal point for technical support in the construction of 12 key specialized databases, which have participated in surveys with accompanying businesses and achieved initial results. At the same time, it proactively reviewed and evaluated the effectiveness of the implementation of the Intelligent Operation Center (IOC) to have a plan for effective exploitation and use.
The units also reported on the task group and implementation solutions in the coming time by presiding over and coordinating with the software development unit, the National Health Information Center and related units to evaluate and complete the database, meeting the criteria of "Correct, sufficient, clean, alive, unified, shared; synchronous, consistent" and strictly complying with regulations, standards, and technical solutions to ensure long-term operation and meet storage requirements.
Concluding the meeting, Associate Professor, Dr. Nguyen Tri Thuc, Deputy Minister of Health, affirmed that the action plan of the Ministry of Health is to build a shared digital architecture and platform to ensure integration, connection, communication, and seamless data sharing between units in the Ministry with central and local agencies and the entire political system, in sync with the national architecture and platform.
At the same time, strictly meeting the criteria of Plan 02 and Project 06, the units focus on continuing to implement Resolution No. 214/NQ-CP dated July 23, 2025 of the Government promulgating the Government's Action Plan on promoting data creation to serve comprehensive digital transformation; in which, clearly defining the roles and tasks of each unit in building, managing and operating industry databases according to the principles of "correct - sufficient - clean - alive - unified - shared", ensuring infrastructure, information security and coordination of connection and data exchange.

Regarding the remaining unresolved issues, Deputy Minister Nguyen Tri Thuc assigned the Department of Science, Technology and Training to act as the focal point, presiding over the units to complete their tasks, update, monitor, and report on progress;
At the same time, Deputy Minister Nguyen Tri Thuc requested the units to continue to coordinate with the Ministry of Public Security, the Ministry of Home Affairs and the Government Office to review and unify data to fully recognize the legal value of records and put administrative procedures into the electronic environment, promote fast, effective and interconnected digital transformation; contribute to the implementation of national digital transformation programs and projects. Absolutely ensure information security and network security during the implementation of specialized databases.
