
On the morning of December 11th, Mr. Ho Van Muoi, Deputy Secretary of the Provincial Party Committee and Chairman of the Lam Dong Provincial People's Committee, chaired a meeting with the Department of Health to implement Resolution 72-NQ/TW (Resolution 72) of the Politburo on some breakthrough solutions to strengthen the protection, care, and improvement of people's health in Lam Dong province.

Reporting at the meeting, the Director of the Lam Dong Department of Health, Huynh Thi Phuong Duyen, stated that as of November 15, 2025, the disease situation in Lam Dong province was stable. The entire province recorded no cases showing symptoms of emerging or unusual diseases.
Medical examination and treatment services have been gradually improved. The quality of treatment and patient care has significantly improved, basically meeting the healthcare needs of the people to a considerable extent.
The healthcare sector has always focused on improving hospital quality and the attitude of service towards patients. The entire sector has effectively implemented the roadmap for integrated health insurance coverage for examination and treatment.
The application of information technology has always been strongly promoted by the health sector, especially in the management and assessment of health insurance, diagnosis, testing, and medical examination and treatment between different levels of healthcare.

However, currently, the situation regarding the settlement of outstanding debts across the industry prior to the merger, such as debts for COVID-19 prevention and control funds; debts for basic construction projects and investments; debts for medicines and medical supplies, etc., has not been thoroughly resolved.
The shortage of skilled medical personnel, especially doctors, persists. Meanwhile, attracting personnel through recruitment faces difficulties due to differing policies and regulations among the provinces before the merger.
Regarding the transfer of commune/ward health stations to the direct management of the commune/ward People's Committee, there is still no consensus.

At the meeting, regarding attracting human resources, Vice Chairman of the Lam Dong Provincial People's Committee Dinh Van Tuan requested the Department of Health to advise the Provincial People's Committee on policies to attract human resources. After attracting talent, the entire sector will have a system for utilizing and assigning jobs to meet job requirements.
"Regarding the reorganization of commune health stations, the health sector must be determined to take action, with specific directions and operations. Human resources must be supplemented and adjusted early; at the same time, guidance on functions, tasks, operational structure, and ensuring the effectiveness of the health system at the grassroots level must be provided," requested Vice Chairman of the Lam Dong Provincial People's Committee Dinh Van Tuan.

Speaking at the meeting, Deputy Secretary of the Provincial Party Committee and Chairman of the Lam Dong Provincial People's Committee, Ho Van Muoi, emphasized that, at this point, the Department of Health has been operating stably, basically meeting the needs of medical examination, treatment, and healthcare for the people.
However, in order to implement Resolution 72 of the Politburo, the Department of Health must first quickly put 124 commune, ward, and special zone health stations into operation. To achieve this, the entire sector must carefully review its human resources.
Based on this, the health sector will arrange and allocate personnel and positions appropriately, ensuring that health stations have sufficient staff for examination and treatment departments. Before commencing operations, the necessary seals, facilities, and equipment for examination and treatment must be complete and properly arranged.

Regarding human resources, the entire sector will advise on mechanisms and policies for training and mobilizing doctors to serve in medical examination and treatment at the local level. The Department of Health, in coordination with the Department of Interior Affairs, will quickly develop a specific resolution on human resources issues and report it to the Provincial People's Committee in January 2026.
The Department of Health, in coordination with relevant units, will review all students currently studying in the health sector; doctors practicing in provinces and cities nationwide who are children of Lam Dong province; and retired medical staff… Based on this, the entire sector will advise on appropriate mechanisms and policies to mobilize human resources for the province.

The Chairman of the Provincial People's Committee requested the health sector to coordinate with the finance sector to focus on attracting investment and promoting the development of the private hospital system. The entire sector must have a roadmap and be responsible for the health sector's planning in the process of the province's socio-economic development.
“The Department of Health must take decisive action to promote sectoral planning. The unit should coordinate with relevant departments and agencies to review the level of necessity for healthcare facilities in each locality and region, and then implement and develop appropriate plans,” the Chairman of the Provincial People's Committee requested.
