Recognizing that public investment is a sector prone to waste if not comprehensively controlled, Ho Chi Minh City has implemented a mechanism requiring investors to establish an "anti-waste dossier" including risk forecasts, detailed progress plans, cost estimates, and savings commitments.

On December 11-12, the Central Steering Committee on Anti-Corruption, Waste, and Negative Phenomena (hereinafter referred to as the Central Steering Committee) held a nationwide online conference to summarize the work on anti-corruption, waste, and negative phenomena during the term of the 13th Party Congress. Attending the meeting at the Ho Chi Minh City Party Committee's location were: Comrade Dang Minh Thong, Deputy Secretary of the Ho Chi Minh City Party Committee; and Comrade Duong Anh Duc, Member of the Standing Committee of the Ho Chi Minh City Party Committee and Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee.

The conference was held online, connecting to over 4,000 locations in central and local government agencies and departments nationwide, with more than 190,000 delegates attending. At the locations in 168 wards, communes, and special zones of Ho Chi Minh City, 8,500 delegates participated.

Looking back at the 13th National Congress of the Party, the fight against corruption, waste, and negative phenomena has made significant and substantial progress, deepening its impact and achieving many important results with very high political determination, "no forbidden zones, no exceptions."

A notable new development is that since the beginning of this term, from the initial prosecution of economic crimes, the prosecuting authorities have delved deeper into investigating and clarifying the nature of corruption, embezzlement, collusion, and connections between businesses, organizations, and individuals in positions of power to gain illicit profits, forming "interest groups".

The recovery of assets obtained through corruption, waste, and negative practices has made new progress, achieving many positive results, with a significant increase in the value of recovered assets. Efforts to prevent and combat waste have been actively implemented, linked to gradually resolving difficulties and obstacles to unlock resources for national development.

In Ho Chi Minh City, the fight against corruption and illegal activities is identified as a very important, regular, and long-term political task, and is the responsibility of the entire Party committee and political system.

Regarding the prevention and control of waste, the Ho Chi Minh City Party Committee has also promptly led and directed efforts focusing on key areas such as land, resources, minerals, budget, and public assets. In particular, it has focused on reviewing, classifying, and addressing projects that are behind schedule, have long-standing backlogs, and pose a risk of loss and waste.

Ho Chi Minh City has resolved, cleared, or provided guidance on handling 670 out of 838 projects and land plots with outstanding issues, achieving a rate of 80% (the total investment for these projects is over 804,000 billion VND, covering approximately 16,200 hectares) with the spirit of "not letting any files sit idle," and many projects have been restarted after years of stagnation.

In addition, plans have been made to arrange and allocate the offices of agencies and units after the reorganization in the city, involving 11,003 properties (houses and land), to avoid loss and waste, with particular priority given to allocation for education, healthcare, and community centers.

In the coming period, Ho Chi Minh City will continue to direct the review and handling of projects that are behind schedule, have long-standing backlogs, and pose a risk of loss and waste, clarifying the causes and proposing solutions.

At the same time, review and develop plans for the arrangement and handling of offices and facilities when administrative units are reorganized, ensuring efficient exploitation and use, avoiding waste, especially the plan for arranging and organizing buildings and land.

The Ho Chi Minh City Party Committee will strengthen The responsibility of the head of each agency and unit, and the mechanism for self-monitoring against wastefulness.

Recognizing that public investment is a sector prone to waste if not properly controlled, the Ho Chi Minh City Party Committee is focusing on solutions to prevent waste in this area.

Simultaneously, a mechanism will be implemented requiring investors to establish a "waste prevention dossier" including risk forecasts, detailed progress plans, cost estimates, and cost-saving commitments. When each project is monitored using digital technology, delays or cost overruns will be detected early, allowing for timely adjustments and helping Ho Chi Minh City disburse funds on schedule.
