Teachers and students at a kindergarten in Ho Chi Minh City have not received policy support for 13 years. Why?

For 13 years, teachers and children at Little Sun Kindergarten have not received any support policies due to the regulation 'only applicable in industrial zones'.

Little Sun Kindergarten, Tan Tao Ward, Ho Chi Minh City has been teaching workers' children for 13 years now, but neither the teachers, the children, nor the school have received any support from preferential policies for the non-public preschool sector according to Decree 105 of the Government or Resolution 30 of the Ho Chi Minh City People's Council.

Hope to be supported to stick with the profession

As a teacher working at the school since its establishment in 2013, Ms. Ngo Thi My Dung - a nursery teacher at Little Sun Kindergarten - said she was very sad that she was also a preschool teacher teaching children who were workers' children but did not receive 800,000 VND in monthly support as stipulated in Decree 105 issued in 2020.

"The salary of private preschool teachers is not high, we only get about 8 million VND per month despite many years of experience. When I heard that Decree 105 would support private preschool teachers teaching classes with 30% of children being children of workers, I was very happy, but now 4-5 years have passed, we have not received any support. Because I heard that the regulation is that the children of workers must be children of workers in export processing zones or industrial parks," Ms. Dung sadly shared.

But Ms. Dung is still better off than most of the kindergarten teachers at this school because she doesn't have to rent a house (because she lives with her parents).

Among the teachers of the school who have to rent a house in Ho Chi Minh City, Ms. Nguyen Thi Hoang My - a kindergarten teacher - said that she has taught at the school for 11 years. This year, her class has 19 children who are children of workers and this is the smallest class she has been in charge of in the past years.

"Each month, after deducting all contributions, my income is more than 7 million. I am raising a small child, so if we receive an additional 800,000 VND each month (according to Resolution 105) or receive support according to Ho Chi Minh City's policy, it will help me have more money to cover my living expenses and stay with the profession for a long time," Ms. My said.

Similarly, Ms. Nguyen Thi Nhan - a kindergarten teacher at the school, who also has a child of only 18 months old and is renting a house in Tan Vinh Loc commune, Ho Chi Minh City - said that she is teaching a class of 21 children, all of whom are children of workers working at PouYuen Company. Every day, she and the teachers here start work at 6:15 and return from 17:20 to 19:00 (depending on whether or not they are assigned to support classes for children of workers who leave the shift late).

"My current salary is more than 8 million VND/month. We both teach workers' children, but because of the regulation that the school must be located in an export processing zone or industrial park to be supported, for many years we have not received support from the Government's decree as well as from the resolution to support the non-public preschool sector of Ho Chi Minh City," said Ms. Nhan.

According to the leader of Little Sun Kindergarten, the school is currently teaching 250 children who are all children of workers at PouYuen Company, a company that specializes in sewing and manufacturing leather shoes for Adidas, Pumas, etc. In previous years, the school taught up to 700 children who were all children of workers. The school currently has 72 employees, including 36 teachers who directly teach classes with the required qualifications.

Hope from Ho Chi Minh City's policies

Decree 105 of the Government regulating the policy of developing preschool education , issued in 2020, has a subsidy policy for preschool children who are children of workers and laborers working in industrial parks up to 160,000 VND/child/month.

Similarly, teachers working in non-public preschools in industrial zones will receive support of VND800,000/month on the condition that 30% of the children in the class are workers' children.

"Our school was once reported to former Deputy Minister of Education and Training Nguyen Thi Nghia (in 2018) as a typical example of a kindergarten that effectively serves workers' children. But now, after many years of the policy being enacted, we cannot serve workers' children because our company is not located in an export processing zone or industrial park," said Ms. Ha.

After Ho Chi Minh City merged with Ba Ria - Vung Tau and Binh Duong, the Ho Chi Minh City People's Council issued Resolution No. 30 on preschool education development policy in industrial zones, effective from September 1, 2025. The Resolution clearly states that support for children is 240,000 VND/month for children of workers, children of laborers in industrial zones or places with many workers.

Also according to Resolution No. 30, teachers at private preschools in these areas will receive a support of 1 million VND/month and preschools here, depending on the number of children being taught, will receive an amount to support the purchase of equipment and facilities.

"But up to now we have not received any information about support policies for teachers, children and schools," said Ms. Le Ai Son Ha, the school's principal.

Potentially eligible for support

Responding to Tuoi Tre about the case of Little Sun Kindergarten, Ms. Ly Thi Suong - Deputy Head of the Preschool Education Department, Ho Chi Minh City Department of Education and Training - said that with Resolution No. 30 of the Ho Chi Minh City People's Council, if the school is located in an area with a large number of workers (5,000 workers or more) and meets some other regulations according to Decree 145 of the Government, it is possible that teachers, children and the school will receive support according to this resolution. The Department has issued instructions on

September 30, 2025 on the implementation of Resolution 30. Therefore, the school needs to contact the People's Committee of the ward where it is located for instructions on how to carry out the procedures to see if it is eligible for support under this resolution or not.

Children are also disadvantaged

More than 92% of our teachers have to rent houses, the lives of teachers really need support according to the State's policy. The special thing is that we also teach children who are workers' children but teachers do not receive support according to Decree 105 of the Government as well as Resolution No. 27 of the People's Council of Ho Chi Minh City.

It is worth mentioning that this disadvantage not only affects the teachers of the school but also all the children of workers who are studying there do not receive any support according to Decree 105 of the Government regulating the policy of developing preschool education.

Many parents asked us why their children did not receive the 160,000 VND/month support, I could only say that we teachers did not receive it either.
