Localities need to establish multimedia agencies to maintain strong newspaper brands.

That was the opinion of delegate Tran Huu Hau (Tay Ninh delegation) at the National Assembly's group discussion on the revised Press Law project, held on the afternoon of October 23.

On the afternoon of October 23, the National Assembly discussed in groups the draft revised Press Law, with comments on building a multimedia press model and enhancing the autonomous role of press agencies with strong brands.

According to delegate Tran Huu Hau (Tay Ninh delegation), the recent implementation of press planning has had great results, helping the Vietnamese revolutionary press system become stronger and cleaner, which no one can deny.

Concern that strong newspapers will weaken and lose autonomy

However, the delegate said that reality shows that there seem to be good and strong newspapers that are weakening and losing their inherent autonomy. While these are the factors that help these press agencies to be strong, become big brands, good brands, bringing trust and respect from the people and readers.

In addition, in some cases, press planning has not been able to eliminate and handle it, and still allows some newspapers and magazines to publish useless content, even content that borrows the name of fighting negativity but is used to do negative things.

Therefore, delegate Tran Huu Hau believes that the draft revised Press Law this time needs to objectively review press planning. The goal is to draw profound and appropriate lessons from press planning, reorganize and rearrange press agencies, helping the revolutionary press to become truly stronger, not weaker.

He cited that in Article 16 of the draft law, it is stipulated that press agencies have legal status, seals, and accounts according to the provisions of law.

A key multimedia media agency is a press agency with many types of press and affiliated press agencies; has a specific financial mechanism; is established in accordance with the press system development and management strategy approved by the Prime Minister .

Thus, it can be understood that the main multimedia media agency is a press agency and has a subordinate agency which is also a "child" press agency, but has legal status and is approved by the Prime Minister, that is, a central agency.

However, Clause 7 of this Article stipulates that press, radio and television agencies are press agencies under provincial and municipal Party Committees, with many types of press and press products.

Thus, according to the delegates' understanding, in each province there will only be one newspaper, radio, and television agency directly under the provincial or municipal Party Committee. These agencies will only have press products under their control and the merged newspapers will not be autonomous but dependent.

There should be a mechanism for local press agencies to have potential and autonomy.

Mr. Hau said that in Ho Chi Minh City, there are currently a series of branded newspapers such as Tuoi Tre, Sai Gon Giai Phong, Nguoi Lao Dong, Cong An TP HCM... However, if following this regulation, Ho Chi Minh City's press agency will have a press agency, including the above newspapers merged together, becoming specialized newspapers and magazines like some units are doing.

"Let's imagine that the Saigon Giai Phong newspaper agency is directly under the City Party Committee. The Tuoi Tre newspaper agency is so strong and so big, but it is a subordinate agency that is not autonomous and is located within it" - delegate Hau expressed his opinion.

Therefore, Mr. Hau believes that some localities such as Ho Chi Minh City and Hanoi need to be allowed to establish multimedia communication agencies, specifically media corporations.

This will include media agencies such as Saigon Giai Phong newspaper, Tuoi Tre newspaper, Ho Chi Minh City Radio and Television... which are all strong press agencies, completely autonomous, not press agencies or radio stations under a press agency.

"There should be more types of multimedia communication agencies in some strong provinces and cities that have enough potential and they have full autonomy. For example, Tuoi Tre newspaper is completely autonomous, if they are strong then they should be left independent, there should be no merger" - delegate Hau suggested.
