The project to upgrade Road 25B, the section from the center of Nhon Trach commune to Highway 51, has 176 cases, with an area of nearly 76 hectares that must be compensated for site clearance. Of which, there are 167 households and individuals; 8 cases with unidentified owners; 1 public land. The section from the center of Nhon Trach commune to Quach Thi Trang road has 106 records with a total area of more than 28 hectares.
It is expected that from October 16 to November 11, the Provincial Land Fund Development Center will coordinate with the People's Committee of Nhon Trach commune and related units to conduct investigations, surveys, measurements, counts, statistics, and classification of recovered land areas and assets attached to recovered land.
The project to build Road 25C from Highway 51 to Rural Road 19 (Phase 1) has counted 86 cases/161 plots of land. Long Phuoc Commune has confirmed 46 cases but there is no land price plan and no resettlement plan yet, so there is no basis for publicly pricing the compensation plan. The section from Nguyen Huu Canh Street (old No. 2) to Rural Road 19 has 158 households eligible for resettlement, 291 households are not eligible for resettlement. Regarding the site clearance, the project has a 2.15km section with a land acquisition map and a 500m section without a land acquisition map.
The Ben Luc - Long Thanh expressway interchange project with National Highway 51 has a total land acquisition area of about 2.76 hectares of 95 plots/107 cases. It is expected that about 75 households will have to be considered and resettled; resettlement has been considered for 4 cases. Up to now, 106 cases have been counted, the remaining case is currently traffic land; Phuoc Thai commune is reviewing land use regulations and adjusting the land acquisition notice. The mobilization of handing over the site in advance has been done in 17 cases/0.6 hectares (of which 4 cases are located in the A2 pillar foundation).
The difficulty is that some land records are being verified for land origin and consultation with the community. The resettlement review has not been completed, leading to delays in the preparation of compensation and support plans. In addition, there are many cases of arbitrary land division, sale, and transfer by handwritten documents that do not meet the conditions for resettlement consideration, thus making it difficult to mobilize relocated households to hand over the land to implement the project.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Ho Van Ha requested units and localities to be proactive in compensation, support and site clearance tasks. The province considers this an important content in the emulation and assigned the Department of Home Affairs to monitor and supervise the contents assigned by the province to units as a basis for emulation consideration at the end of 2025.
Relevant departments and branches need to pay attention to the work of approving compensation plans and posted records. Especially promote the mobilization of site handover to minimize enforcement. Particularly for the intersection between Ben Luc - Long Thanh Expressway and National Highway 51, the Department of Construction is responsible for reviewing regulations and instructing Phuoc Thai commune to disseminate them to people to carry out procedures for approval to buy social housing.
