Minister of Health gives reasons why men with 2 children and no wife are given priority to buy social housing

Minister of Health Dao Hong Lan said that women who have given birth to two children or men who have two children but are no longer married will be given priority in buying social housing. The goal is to help families have better living conditions, "if you keep lining up, you never know when you will be eligible."

Today, the National Assembly held group discussions on the amended Population Law and the Law on Disease Prevention.

Regarding the Population Law , Minister of Health Dao Hong Lan stated that Vietnam is facing an aging population and a declining replacement fertility rate, necessitating fundamental and urgent solutions. Population plays a crucial role in the survival of the nation and is also a resource for socio-economic development.

The minister stated that this was a difficult bill, and the issues raised had been carefully considered.

Regarding surrogacy, the Minister stated that this content is included in the 2014 Law on Marriage and Family. When it was introduced, there was intense public debate and discussion because it relates to many aspects of society, legal issues, the rights of surrogate mothers, and socio-psychological consequences. Vietnam is one of the few countries with regulations on surrogacy.

The Minister stated that, at the time, analyzing the right to motherhood for infertile women, surrogacy was defined as a humanitarian act, based on voluntary consent. The National Assembly at that time thoroughly discussed and selected regulations to prevent exploitation and abuse of surrogacy during implementation.

The Minister stated that the issue of surrogacy should not be included in the draft Population Law. This issue will be considered and evaluated based on various socio-economic factors to arrive at an appropriate decision when the National Assembly amends the Marriage and Family Law.

Regarding the policies in the draft Population Law, the Minister stated that the Ministry of Health is eager to have specific policies, especially financial support policies. However, this needs to be balanced across many aspects, particularly financial resources.

With the policy of providing social housing support for families with two children, the draft law proposes adding more priority groups.

Currently, priority groups for purchasing or renting social housing include families of revolutionary heroes, relatives of martyrs, people with disabilities, and those allocated resettlement housing.

The minister emphasized that the current demand for social housing is very high, but not all applicants will be able to purchase it.

The government also proposed adding families where the woman has given birth to two children or men who have two children and whose wife has passed away as priority beneficiaries. The goal is to help families with two children improve their living conditions. These proposed groups would be among the priority groups for purchasing housing.

"When scoring, this group scores highly, similar to other priority groups. Otherwise, if they just queue up, it's uncertain when they'll ever be eligible to buy. The Population Law approaches it from that perspective," the Minister explained.

She also stated that the suggestion to expand the scope to include those with children born out of wedlock needs careful consideration.

Regarding the Law on Disease Prevention , Minister Dao Hong Lan emphasized the necessity of enacting the law, noting that the Covid-19 pandemic exposed loopholes in the legal system concerning healthcare, while the Law on Prevention and Control of Infectious Diseases was too narrow in scope and no longer appropriate.

One of the key points is that the draft law has expanded its scope of regulation. For the first time, common non-communicable diseases such as diabetes and hypertension will be specifically included in the law, making the regulations easier to understand and implement in practice.

The minister added that the draft law includes groundbreaking solutions to encourage the participation of private healthcare, from hospitals and medical facilities to pharmaceutical and equipment manufacturing sectors.

Proof of the success of this strategy is the domestic vaccine production capacity. Currently, Vietnam is self-sufficient in 11 out of 12 vaccines in the expanded immunization program. This production capacity comes not only from the public system but also from the increasing contribution of private entities.

The Ministry of Health is actively coordinating with partners from France, Russia, and Cuba to implement vaccine and drug production programs, in which the role of the non-public sector is particularly encouraged.
