This draft law has one article on maintaining the replacement fertility level. Accordingly, measures to maintain the replacement fertility level include increasing the maternity leave period when giving birth to a second child, women being given an additional month off, and men being given an additional 5 working days off when their wives give birth.

The draft law stipulates financial support for giving birth to ethnic minority women, women who give birth to two children before the age of 35, and women in localities with low birth rates.

Along with that, the draft law also gives priority to buying or renting social housing according to the provisions of the law on housing for women who give birth to 2 children or men who have 2 children but are unmarried or have a dead wife.

The bill stipulates suspension of medical practitioners who announce, notify, or disclose information about the gender of the fetus to customers, except in cases of determining the gender for the purpose of diagnosing and treating gender-related genetic diseases as prescribed by the Ministry of Health.

The suspension of practice is carried out in accordance with the provisions of the law on medical examination and treatment, according to the draft law.

Examining the draft Law on Population, Chairman of the National Assembly's Committee on Culture and Society Nguyen Dac Vinh requested the drafting agency to continue to carefully assess the impact of policies and funding to ensure the implementation of policies and international experiences to apply appropriately to Vietnam's practical conditions.

Regarding maintaining the replacement fertility level (Article 13), the Review Agency recommends research on comprehensive, fundamental and holistic measures to achieve a sustainable replacement fertility level; at the same time, research on regulations in the direction of financial support for women who give birth to two children, in which the group of women who give birth to two children before the age of 35 will receive a higher level of support.

The review agency also proposed to continue reviewing, amending and supplementing the Housing Law to ensure the feasibility of the regulation on giving priority to buying or renting social housing for certain groups of people.

In addition, it is necessary to supplement the regulation that the Government periodically announces the birth rate status so that local authorities can develop and implement appropriate support and incentive policies; in case the birth rate of some localities drops to a very low level, the Government will report and propose to the National Assembly timely intervention measures, according to the inspection agency.

Regarding support for elderly care (Article 17), the review agency proposed to add regulations to develop diverse forms of elderly care; specific policies to encourage the participation of the private economic sector in developing elderly care facilities.

Regarding the development of human resources for elderly care (Article 18), it is recommended to clearly define the role of the State, policy scope, policy beneficiaries, and more specifically specify the content to develop human resources in the field of geriatrics, according to the review agency...
