At the recent meeting of the Central Steering Committee on housing policy and real estate market, Prime Minister Pham Minh Chinh emphasized that "there is no province without demand", the problem is to have a way to do it, housing suitable to the conditions and circumstances of each locality, each region and balance supply and demand. That means to do this, it requires the efforts and flexibility of each locality to develop social housing.
After the merger, the demand for social housing in Da Nang has nearly doubled compared to before, the number of registered applications is always higher than the number of units for sale. This locality has reformed the administration, simplified many procedures to be able to start four projects with a total fund of 4,200 units.
Mr. Le Van Tuan - Deputy Director of the Department of Construction of Da Nang City said: "For example, administrative procedures, according to regulations, take 30 days, but Da Nang has shortened them to 15 or 20 days."
“At the local level, it is necessary to proactively review planning, especially after the merger, to arrange land funds; shorten administrative procedures, ensure synchronous infrastructure investment to attract people to live there long-term and create stable residential communities,” Mr. David Jackson - General Director of Avison Young Vietnam recommended.

A series of solutions to overcome difficulties for social housing have just been proposed, in which people are very interested in the new policies of Decree 261 amended and supplemented by the Government, which has just been issued, including some notable points such as: Increasing the average income for subjects eligible to buy social housing for single or married people. Along with that, the Ministry of Construction has also reported to the Government on the selection of 18 construction enterprises with the capacity to build social housing.
Mr. Le Quang Hung - Member of the Prime Minister's Policy Advisory Council said: "People also choose public enterprises that do not consider profit as important, but are responsible for developing social housing funds. Second, the state must spend money to invest like the national housing fund to support a part, not just investors spending money, then the price will go down. Renting or buying at a very cheap price will then meet the ultimate goal of social housing".
“We even have to change our mindset of converting some commercial housing plans to social housing development to improve the quality of social housing. Another important thing is that from the planning stage, we are determined to clear the land. Because if we plan hundreds of hectares, dozens of hectares without clearing the land so that investors can call for it themselves, it will be extremely difficult and will also increase the cost of housing,” said Mr. Nguyen Chi Thanh - Vice President of the Vietnam Real Estate Brokers Association.
The new policy not only helps expand the beneficiaries, but also creates incentives to attract businesses to invest in social housing. If in the next 3 years, when attracting more investors, the social housing fund can increase by one and a half times, or double each year.
