
The Ministry of Construction and relevant agencies continue to focus on implementing the work of ensuring calibration flights and performing the first technical flight of Long Thanh International Airport on December 19, 2025 as planned.
The Ministry of Construction has just reported to the Government on the implementation status of the Long Thanh International Airport Construction Investment Project Phase 1 (Project) up to October 10, 2025.
Accordingly, Component Project 1 - State Management Agency Headquarters 1 will be basically completed in December 2025.
Need to speed up progress
Component project 2 - Works serving flight management, currently the construction of the Air Traffic Control Tower, auxiliary items and flight management works is behind schedule according to the contract (September 30, 2025), especially the fire prevention and fighting items.
In addition, the project of laying the connecting information cable encountered difficulties due to heavy rain, so the handover of the tunnel was delayed compared to the plan. Therefore, on the one hand, ACV needs to take measures to speed up the construction progress of the technical tunnel project to complete it soon and hand it over to VATM immediately; on the other hand, VATM needs to request contractors to add more human resources, equipment, have appropriate construction measures, increase shifts, and increase shifts to compensate for the delayed construction progress, and at the same time, study other backup flight management solutions to overcome this.
Component project 3 - The essential works of the investor, Vietnam Airports Corporation (ACV), have completed all site clearance work, except for the 5,000 ha fence, reaching 99.8%, with about 50 m remaining yet to be handed over.
Package 4.6 - Runway, taxiway, aircraft parking lot (cargo terminal, express delivery area): Comment: This package is likely to be completed in December 2025, ensuring conditions for calibration and technical flights.
Package 4.7 - Passenger terminal aircraft parking area is expected to complete construction before December 19, 2025, including: Ground items; Passenger terminal aircraft parking area; Tunnel for ground service equipment; Drainage system; Parking and taxiway area lighting system; Aircraft parking area lighting system.
Package 4.8 - Internal port traffic and technical infrastructure progress according to the contract starting in November 2024, completed in September 2026. The adjusted progress is to be completed before December 19, 2025. However, this package is at risk of not meeting the adjusted progress.
Some main lines are expected to be completed before August 30, 2025 to deploy the installation of equipment for water supply, drainage, electricity, ICT systems... but have been delayed compared to the plan, not meeting the adjusted schedule of September 30, 2025 and have not been fully completed, the handover to other packages and component projects is behind schedule (currently only about 4,500 m long has been handed over); the overpass connecting to the station is at risk of not meeting the adjusted schedule due to the very large construction volume, the completion of concrete structures such as pier caps, beams cast on scaffolding takes a long time to complete.
Package 4.9 - Basic fuel supply system completes construction before December 19, 2025.
Package 4.11 - Wastewater treatment project is expected to be completed and put into use in June 2026.
Package 4.12 - The second runway construction volume calculated by output value has reached about 8%, the construction progress basically meets the plan. The package is expected to be completed synchronously with the passenger terminal project and put into operation in June 2026 according to the required schedule.
Package 5.10 - Passenger Terminal is scheduled to be completed by November 31, 2026 (39 months). According to the direction of the competent authority, this package will complete the construction part before December 19, 2025.
However, due to the large volume of construction work, mainly using workers, with little use of machinery and mechanical equipment, the package is still at risk of being delayed. To meet the schedule for basic completion of the construction part of this package in December 2025, ACV needs to direct contractors to mobilize more human resources, equipment, construction machinery, and add construction teams.
Package 5.11 - Airport management system equipment, currently, the contractor consortium is urgently preparing to deploy equipment installation, there is no actual output yet. Expected completion in the first quarter of 2026.
Package 6.12 - Traffic system connecting Line 1 and Line 2 has basically completed construction work, currently completing construction of auxiliary items and traffic safety items. Expected acceptance in November 2025. Construction volume calculated by output value is about 96%, basically meeting the plan (volume in the previous reporting period up to September 10, 2025 reached 96%).
Package 7.8 - Cargo Terminal No. 1 and auxiliary works, expected to be completed and put into use in June 2026.
Package No. 11.5 - Parking garage was originally scheduled to be completed in June 2026. To date, the construction volume calculated by output value has reached about 18.4% of the contract value, basically meeting the plan.
For component project 4 - Other works include: Air catering service project No. 13 is expected to basically complete the main structure of the project by December 19, 2025 and complete the technological equipment and the entire project by May 31, 2026.
The No. 24 Air Catering Service Project is expected to complete the entire project by December 19, 2025; the mechanical and electrical part by January 27, 2026; and the technological equipment and the entire project by March 28, 2026.
Some projects such as: Ground Commercial Engineering Project No. 26; Hangar Project No. 17; Hangar Project No. 2; Hangar Project No. 3 and 4; Cargo Delivery Warehouse Projects No. 1 to No. 4; Cargo Terminal Project No. 2, Express Cargo Terminal and 04 Warehouses (from No. 5 to No. 8); Fuel pipeline for aircraft... are being actively deployed by the units.

Regarding the exploitation plan, the Ministry of Construction said that investors and relevant agencies continue to focus and make efforts to implement the work to ensure the calibration flight and technical flight on December 19, 2025 as planned.
Regarding flight methods, the Civil Aviation Authority of Vietnam has issued satellite flight methods and ILS/DME approach methods; has completed flight calibration for the approach light system, papi, ILS/DME system on runway 1, 05L/23R.
The Civil Aviation Authority of Vietnam has issued an Aviation Circular announcing the plan to put Long Thanh International Airport into service for technical and commercial flights. It is expected that on October 16, the Aeronautical Information Publication (AIP) will be issued to serve the technical flight on December 19, 2025.
It is expected that on October 25, the Civil Aviation Authority of Vietnam will continue to organize calibration flights of VOR/DME stations (radio beacons combining VHF omnidirectional range (VOR) with distance measuring equipment (DME), radar, ADS-B, traditional VOR/DME flight methods to update more flight methods.
In order for the Project to be basically completed in 2025, the Ministry of Construction said it will continue to coordinate with the Ministries, Dong Nai Provincial People's Committee, and investors of component projects to regularly inspect, review, and update the construction progress of completed project items and packages, and promptly report to the Prime Minister on implementation results as required.
At the same time, continue to direct VATM to request contractors to organize construction of items under DATP2 to meet the schedule as planned; direct the Civil Aviation Authority of Vietnam and VATM to closely coordinate with ACV and VNA to focus on implementing work serving calibration and technical flights on December 19, 2025.
The Ministry of Construction requested the People's Committee of Dong Nai province to continue directing its affiliated functional agencies to focus on handling difficulties and obstacles to speed up the progress of supplying stone to construction sites from mines in operation.
Vietnam Airports Corporation is responsible for regularly organizing inspections and reviews of construction volumes; adjusting and updating weekly construction progress of project items of bid packages; promptly handling difficulties and problems affecting construction progress; directing contractors to find solutions to mobilize more human resources and construction equipment to increase construction activities, especially for bid packages at risk of being behind schedule as stated in the Report.
At the same time, continue to coordinate with the Civil Aviation Authority of Vietnam, VATM, ACV and relevant parties to organize the development of plans and scenarios for technical flights to ensure the completion schedule stated in the Report.
