Chief Justice of the Supreme People's Procuracy: Completed, achieved and exceeded many targets assigned by the National Assembly

(Chinhphu.vn) – During the 2021-2026 term, the Supreme People's Procuracy has continued to resolutely and synchronously implement many key breakthrough solutions, creating positive and comprehensive changes, especially in preventing and combating injustice, mistakes, and missed crimes, and has completed, achieved, and exceeded many targets assigned by the National Assembly.

At a plenary session at the Hall on the afternoon of October 20, the National Assembly listened to Chief Justice of the Supreme People's Procuracy Nguyen Huy Tien present a report on the work of the Supreme People's Procuracy for the 2021-2026 term.

Chief Justice of the Supreme People's Procuracy Nguyen Huy Tien said that during the term of the 15th National Assembly, the Chief Justice of the Supreme People's Procuracy has strengthened leadership and direction for the entire sector to thoroughly grasp, strictly, comprehensively and effectively implement the Party's policies and the National Assembly's resolutions on judicial reform and prevention and fight against corruption, waste and negativity; continued to resolutely and synchronously implement many key breakthrough solutions, creating positive and comprehensive changes, especially in preventing and fighting against injustice, mistakes and missed crimes, and has completed, achieved and exceeded many targets assigned by the National Assembly.

In particular, the Procuracy has coordinated to strictly handle 18,980 cases/41,142 defendants for economic crimes and corruption, including many cases under the supervision and direction of the Central Steering Committee on Anti-Corruption, Wastefulness and Negativity, such as: Rescue Flight Case, Viet A, the case at the Registry Department, Van Thinh Phat, Tan Hoang Minh, Xuyen Viet Oil, the case related to Dong San Group, Thuan An...; presided over the development of a Resolution on piloting the early handling of evidence, assets and confiscated transactions...; applied security measures to recover more than VND 74,769 billion (of which, the amount of money applying measures according to Resolution 164/2024/QH15 of the National Assembly is VND 3,964,200 million and USD 100,000).

The Supreme People's Procuracy's investigation agency discovered and handled 566 sources of information about crimes; handled 554 sources of information, reaching 97.9% (exceeding the target assigned by the National Assembly by 7.9%), handled 282 cases/551 defendants for investigation (an increase of 46.9% in the number of cases and 178.3% in the number of defendants); made decisions reaching 90.4%; no case was suspended from investigation due to non-crime or the Court declared non-crime; the rate of investigation and discovery of all types of crimes, very serious crimes, and especially serious crimes all exceeded the target of the National Assembly.

Among them, there are many corruption cases in judicial activities that have attracted public attention, such as: Bribery cases in Da Nang, Bien Hoa Central Institute of Forensic Psychiatry...; recovered 85,139 billion VND/99,644 billion VND of corruption, reaching a rate of 85.4% (up 30.4%), exceeding 25.4% compared to the National Assembly's target. Issued 397 petitions requesting judicial agencies to handle violating officials and apply crime prevention measures; of which, there are 3 petitions sent to the Ministry of Public Security, the Supreme People's Court and the Ministry of Justice on types of law violations and crimes in judicial activities.

The Chief Justice of the Supreme People's Procuracy has outlined a number of key tasks for the 2026-2031 term. Therein, focusing on thoroughly grasping and implementing the Party's resolutions, especially the Resolution of the 14th Party Congress and strategic resolutions on prosecution work. Implementing laws and resolutions of the National Assembly; continuing to strengthen practice, theoretical research, consulting, proposing institutional improvement, judicial reform and innovating the operation methods of the Procuracy.

Continue to perform well the prosecution function, ensuring proactiveness, according to the requirements of "earlier, closer, deeper, sharper"; innovate the method of supervising judicial activities, according to the requirements of "Dedication, enthusiasm, substance, persuasion"; resolutely and persistently fight against injustice, mistakes, and missed crimes; strengthen the capacity of the Supreme People's Procuracy's Investigation Agency, ensuring the purity and integrity of judicial agencies; promptly and strictly handle cases and incidents monitored and directed by the Central Steering Committee on preventing and combating corruption, waste, and negativity. Highly focus on effectively implementing the new task of piloting public interest civil proceedings. Ensure to achieve and exceed the National Assembly's targets; actively serve political tasks, contributing to creating integration and development of the country in the new period.

The Chief Justice of the Supreme People's Procuracy recommended that the Party and State continue to reform the judiciary, perfect the law; innovate prosecution methods in the direction of: expanding the scope and improving the effectiveness of applying the simplified procedure according to Resolution 66-NQ/TW of the Politburo; studying the mechanism of conditional direct prosecution and alternative solutions to prosecution; improving the effectiveness of "out-of-court dispute resolution mechanisms" (ADR)...

The Chief Justice of the Supreme People's Procuracy also recommended that the Government direct ministries, departments and branches to strengthen effective solutions, inspect and review to detect and overcome loopholes and shortcomings in State management in various fields to prevent, combat and fight crimes and law violations more effectively.
