
The major challenge for current disbursement is that some projects are behind schedule due to problems in site clearance that have not been thoroughly resolved.
According to information from the Department of Planning and Finance ( Ministry of Construction ), by the end of September 2025, according to data from the Ministry of Finance, the Ministry of Construction estimated that disbursement reached approximately 40% of the plan.
Meanwhile, according to the report data of investors, the disbursement output of the Ministry reached about 37,174 billion VND, reaching nearly 43% compared to the plan assigned at the beginning of the year (87,199 billion VND) and reaching more than 46% compared to the plan after the competent authority adjusted to reduce most of the spending tasks and transferred to localities (80,230 billion VND).
By the end of October 2025, the disbursement value of the Ministry of Construction is estimated to reach VND 43,531 billion, including: about VND 41,488 billion of projects disbursed by investors under the Ministry and about VND 2,043 billion of projects disbursed by investors under local management.
Achieved more than 54% of the annual disbursement plan
If the above figure is achieved, by the end of October, the disbursement result of the Ministry of Construction will reach approximately 50% compared to the plan assigned at the beginning of the year and reach more than 54% compared to the plan after the competent authority adjusts to reduce most of the spending tasks and transfers them to localities.
The major challenge for the current disbursement work is that some projects are still behind schedule due to problems in site clearance that have not been thoroughly resolved, such as: New Duong Bridge ( Hanoi ); Upgrading National Highway 2 section Vinh Yen - Viet Tri (Phu Tho province); Cam Ly Bridge (Bac Ninh province); Upgrading National Highway 46 section Vinh - Nam Dan (Nghe An province); Upgrading National Highway 28B (Lam Dong province); Increasing clearance of road and railway bridges crossing the national inland waterway (Can Tho city, An Giang province).
Along with that is the Hanoi - Vinh railway project (Hanoi city); Vinh - Nha Trang railway (Ha Tinh and Gia Lai provinces); Ho Chi Minh Road sections: Cho Chu - Trung Son intersection (Tuyen Quang province), Rach Soi - Ben Nhat - Go Quao - Vinh Thuan (An Giang province).
With the goal of disbursing all the funds in the 2025 plan (after adjusting down the remaining spending tasks), the Ministry of Construction said that from now until the end of the year, it will continue to resolutely direct the completion and commencement of all important and key projects according to the schedule, especially projects registered to commence and inaugurate on December 19, 2025.
Many difficulties in capital disbursement were also pointed out such as: unfavorable weather conditions, heavy rain and storms, unusual and unpredictable affecting construction progress, risk of landslides and slides requiring more time to handle; problems with site clearance and lack of materials have not been completely resolved, leading to the risk of not fully disbursing the planned capital in some projects.
The Ministry of Construction said it will closely monitor and direct the overall progress of projects, and have solutions to flexibly regulate the capital plans of projects at risk of not being fully disbursed as planned to arrange additional capital to speed up the progress of site clearance and resettlement of the Lao Cai - Hanoi - Hai Phong railway project and the high-speed railway project on the North - South axis, ensuring the completion of the entire plan.
Up to now, the total public investment capital plan for 2025 assigned to the Ministry of Construction is 87,794 billion VND. In addition, the Ministry has been assigned by the Prime Minister 1,171 billion VND of increased revenue in 2024 (the Ministry is completing investment procedures to assign the annual plan), is reporting to the competent authority to assign additional capital for the 2025 plan from the increased revenue source of the central budget in 2022 and 2023 of about 2,266 billion VND and transfer tasks and plans for 2025 of about 695 billion VND.
It is expected that the total central budget public investment plan of the Ministry in 2025 is expected to be assigned about 90,536 billion VND.
