According to the City Civil Defense Command, the circulation of storm No. 12 combined with cold air and East wind disturbances is likely to cause widespread heavy rain from the night of October 22-27, with some areas experiencing particularly heavy rain, with a high risk of flash floods, landslides in mountainous areas and flooding in urban areas. The disaster risk level is forecast at level 2-3.
Faced with the complicated weather developments, Vice Chairman of the City People's Committee Tran Nam Hung requested the entire political system to immediately activate the natural disaster prevention and control plan according to the "4 on-site" motto; fully prepare forces, means, and materials, ready to deploy when ordered, and absolutely not be subjective.

The city has agreed to mobilize 300 small boats and life jackets for rescue and relief work and assigned the City Military Command to directly command the response force. The evacuation of people in high-risk areas must be completed before 5 p.m. on October 22. On-duty forces have been deployed since the night of October 22, ensuring quick response in all situations.
Departments and branches are assigned specific tasks: Department of Agriculture and Environment regulates reservoirs according to flood prevention and control scenarios; Department of Construction inspects traffic infrastructure, key projects, and handles flooding in urban areas; Department of Education and Training proactively decides to let students stay home from school when there is unusually heavy rain. Local authorities are required to mobilize local forces, propagate to people to remove obstacles at water intakes, clear drainage systems, and proactively protect property.
Colonel Tran Huu Ich, Commander of the City Military Command, requested that people working in deep forest areas quickly return to safety. At the same time, coordinate with border guards, police and local People's Committees to check and count all boats and vehicles at sea; use all measures to promptly inform about the storm's developments so that captains can proactively avoid it.

Currently, Da Nang has 264 fishing boats with 3,886 workers operating at sea, of which 71 boats with more than 3,000 fishermen are in the Truong Sa sea area, 32 boats are in Hoang Sa. Coastal border stations have issued warnings, guided boats to move out of dangerous areas, anchor safely, and at the same time prepared search and rescue plans at sea in case of any situation.
Immediately after the meeting, the City Civil Defense Command issued an urgent notice, requesting media agencies to increase warnings to people, especially in mountainous, coastal and low-lying areas. The City People's Committee called on people to stock up on food, drinking water and essential necessities; follow official information and coordinate with the authorities when there is a request to evacuate, raise awareness of proactively preventing natural disasters to minimize damage to people and property.
