According to the bulletin of the National Center for Hydro-Meteorological Forecasting, storm No. 12 is active in the East Sea, likely to strengthen to level 11, gusting to level 13 and have unpredictable developments due to interaction with cold air combined with East wind disturbances, causing widespread heavy rain, lasting in the area from Ha Tinh to Quang Ngai, the possibility of flooding at level 3 and exceeding level 3 on rivers, affecting the safety of dikes.

To ensure the safety of the dike system and proactively respond to storms and floods, the Ministry of Agriculture and Environment requests the People's Committees of the above provinces and cities to direct relevant agencies and units to urgently and closely monitor the developments of storms, flood levels on river banks and the dike situation. Check, review and implement in practice dike protection plans, protect key vulnerable points, locations where incidents have occurred but have not been handled or repaired, and unfinished dike and embankment works to ensure safety.

Provinces and cities should strengthen inspection of sea and river dykes, strictly carry out patrolling and guarding work to protect dykes during the flood season according to the provisions of Circular No. 01/2009/TT-BNN dated January 6, 2009 of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) to promptly detect and handle incidents and situations that may occur right from the first hour.

Localities are ready with human resources, materials, means and equipment to protect the dikes according to the "4 on-site" principle, ensuring the safety of the dikes. At the same time, promptly report dike incidents to the Ministry of Agriculture and Environment (through the Department of Dike Management and Natural Disaster Prevention and Control) for coordination and direction.
