Implementing the Prime Minister 's Official Dispatch No. 200 dated October 20, 2025 and Official Dispatch No. 19/BCĐ-BNNMT dated October 20, 2025 of the National Civil Defense Steering Committee on proactively responding to storm No. 12, heavy rain, floods, landslides, flash floods, to proactively respond to storm No. 12 causing heavy rain, floods, landslides, flash floods, the General Staff requests military agencies and units to continue to thoroughly grasp and strictly implement Official Dispatch No. 18/BCĐ-BNNMT dated October 19, 2025 of the National Civil Defense Steering Committee; Official Dispatch No. 5961/CD-TM dated October 19, 2025 of the General Staff on proactively responding to storm No. 12 in the East Sea.
At the same time, agencies and units strictly maintain on-duty regime, proactively monitor and grasp the developments of storms and heavy rains; deploy measures to ensure the safety of barracks, warehouses, and construction works; prepare forces and means to respond promptly and effectively when situations arise; and ensure absolute safety of people and vehicles when performing tasks.
Military regions 3, 4, 5, 7 direct the Military Commands of provinces and cities to proactively advise local Party committees and authorities to direct relevant functional agencies to inspect and review response plans and options in accordance with reality; coordinate with departments, branches and sectors to review and identify key areas of natural disasters, areas at risk of floods, flash floods, landslides, dykes, embankments, lakes, dams, flooded and isolated areas; proactively evacuate households in areas at high risk of landslides, flash floods, and deep flooding to safe places; ensure the safety of key works, unfinished works, industrial parks, urban areas, residential areas and production activities, low-lying areas, and prevent unfortunate human losses due to carelessness and subjectivity; Coordinate with units stationed in the area, prepare forces and means to cover areas at risk of being cut off and isolated due to landslides and floods, helping local authorities and people respond, overcome consequences and search and rescue.
The General Staff requested the Border Guard Command to direct the Border Guard Commands of coastal provinces and cities from Quang Ninh to Dak Lak to closely monitor the developments of storm No. 12; coordinate with local authorities and competent agencies to strictly manage vehicles, organize counting, and promptly notify owners of vehicles and captains of ships and boats operating at sea (including transport ships and tourist ships) of the location, direction of movement and developments of the storm to move to avoid, take shelter or not enter dangerous areas.
The Navy and Coast Guard direct their subordinate agencies and units to deploy measures to ensure the safety of their units; prepare forces and means for search and rescue when situations arise at sea and on islands. The Air Defense - Air Force and Corps 18 inspect and review plans, organize forces and means to be ready to conduct search and rescue flights when ordered.
The 12th Army Corps, the 34th Army Corps and other army corps, arms, and the Military Industry - Telecommunications Group are ready with forces and means to participate in response and rescue when requested.
The General Departments: Logistics - Engineering, Defense Industry, General Department II, according to their functions and tasks, strengthen direction, urge, and inspect subordinate units to do a good job of responding to storms, overcoming the consequences of rain, floods, landslides, rockslides, ensuring the safety of warehouses, factories, weapons and equipment; ensure good logistics and technology to serve the work of responding to natural disasters; proactively coordinate, issue and promptly transport rescue supplies and equipment to help localities respond and overcome the consequences when situations occur.
* At 1:00 p.m. on October 20, 2025, the center of storm No. 12 was at about 18.3 degrees North latitude; 115.9 degrees East longitude, about 460 km East Northeast of Hoang Sa special zone, the strongest wind near the center of the storm was level 9-10, gusting to level 12.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, in the next 24 hours, the storm will move northwest, reaching the strongest intensity of level 11, gusting to level 13 (when in the northern area of Hoang Sa special zone). Due to the influence of the storm's circulation, combined with other weather patterns, from October 22 to 26, the Central region, especially from Ha Tinh to Quang Ngai, is highly likely to experience widespread heavy rain, lasting for many days, with some places experiencing very heavy rain over 900 mm; high risk of flash floods and landslides in mountainous areas, flooding in low-lying areas and urban areas; floods on rivers from Quang Tri to Quang Ngai are likely to rise above alert level 3.
