Speaking at the discussion session on the morning of October 21 on two-level local government, Minister of Home Affairs Pham Thi Thanh Tra said that the quality and structure of civil servants, especially at the commune level, still have difficulties and shortcomings, failing to meet requirements.

Delegate Nguyen Thi Thu Nguyet ( Dak Lak Province National Assembly Delegation) said that regarding the recent organizational structure, there have only been administrative instructions and it has not been stabilized, so there needs to be fundamental institutional adjustments to meet requirements.

Overall, the operation of the two-level local government over the past three months has been basically good, without interruptions or breaks, ensuring connectivity, synchronization, and unity throughout the system from central to local levels. Many localities have good and creative ways to ensure quality and efficiency after the arrangement and implementation of the two-level local government.

According to Minister Pham Thi Thanh Tra, after reviewing the assignment of authority to the commune level, there are 859 tasks, not 1,060 tasks. The tasks transferred from the district level to the commune level overlap with the existing commune-level tasks, so they should be removed. The remaining tasks assigned to the commune level are only 79 tasks, mainly decentralized by the central government to the provincial level.

Minister Pham Thi Thanh Tra said: "Thus, the central government has decentralized up to 949 tasks to the provincial level, which is a very large and heavy workload. Thus, the level of decentralization from the central government to the local level has reached 56%. If the locality decides, the locality does, the locality takes responsibility, this level is not high, and will have to continue in the future. But we also temporarily calculate that there will be a period of time to re-evaluate all decentralization and delegation of power in the past to make reasonable adjustments."

According to the Minister of Home Affairs, administrative procedures, facilities, and many other issues that still exist after implementation still have certain difficulties. From there, the Minister of Home Affairs emphasized that the biggest issue that needs to be highly focused on is to complete the entire institutional system for the operation of 2-level local governments. In particular, it is necessary to focus highly on completing the classification of administrative units, administrative unit standards, and urban standards. This is the root of the problem in implementing policies, planning, plans, and development strategies. At the same time, it is necessary to assign staffing quotas based on job positions and administrative unit classification, not on equalization.
