Many localities have implemented effective and innovative approaches to ensure quality and efficiency after the restructuring and implementation of the two-tiered local government system.

However, Minister Pham Thi Thanh Tra stated that the opinions raised by National Assembly deputies in the working group also highlighted shortcomings, and these opinions were very accurate because Minister Pham Thi Thanh Tra herself "is an insider, so she understands very well. We see this very clearly."
Another issue concerns decentralization, delegation of power, and delineation of authority. According to Minister Pham Thi Thanh Tra, after reviewing the delineation of authority for the commune level, there are now 859 tasks instead of 1,060. Tasks transferred from the district level overlapped with existing tasks at the commune level and were therefore removed. The remaining tasks delegated to the commune level are only 79, mainly those previously delegated from the central government to the provincial level.
Minister Pham Thi Thanh Tra stated: "Thus, the central government has delegated up to 949 tasks to the provincial level, which is a very large and heavy workload. This means the level of decentralization from the central government to the local level has reached 56%. If we leave it entirely to the local authorities to decide, implement, and take responsibility, this level is not yet high enough, and we will have to continue. However, we are also planning to temporarily allocate time to reassess the entire decentralization and delegation of power over the past period in order to make appropriate adjustments."
According to the Minister of Home Affairs, administrative procedures, infrastructure, and many other issues that remain after implementation still present certain difficulties. Therefore, the Minister of Home Affairs emphasized that the biggest issue requiring high concentration is completing the entire institutional system for the operation of the two-tiered local government. This includes focusing intensely on completing the classification of administrative units, administrative unit standards, and urban standards. This is the root of the problem for implementing policies, plans, and development strategies. At the same time, staffing quotas should be allocated based on job positions and administrative unit classification, not indiscriminately.
