Breakthrough solution to improve the quality of education in Nghe An province

Building national standard schools is the core solution to improve the quality of teaching and learning and is the central goal that Nghe An Party Committees and authorities have focused on implementing in the 2026 - 2030 term. Right at the beginning of the new term, the Department of Education and Training, local authorities and educational institutions in Nghe An have closely coordinated, synchronously invested in facilities and staff development.

At the end of the 2020-2025 term, Nghe An Education sector reached the finish line early with the rate of schools meeting national standards at 80.5% (1,169 schools), exceeding 75-78% of the target set in the Resolution of the 19th Provincial Party Congress. The effectiveness of the schools meeting the standards has had a strong impact, helping Nghe An education continue to maintain its position in the top of the country in terms of teaching quality and educational outcomes.

Building a national standard school requires a large investment in infrastructure. Many localities have proactively mobilized resources to build and upgrade spacious classrooms, meeting the set criteria. A typical example is Da Son Primary School (Do Luong commune) - a project with a total investment of more than 25 billion VND, built on an area of ​​more than 10,000 m². After completion, the school was recognized as meeting national standards level 2, becoming a bright spot in the movement to build standard schools in the area.

“This investment not only helps schools meet standards for the first time, but also helps old schools successfully “re-standardize” and raise them to a higher standard. Da Son Primary School, which was once a degraded school, has now been re-standardized and raised to level 2 in 2024,” said Mr. Phan Ba ​​Dong, Principal of Da Son Primary School.

Socialization is considered a key factor in the process of building national standard schools, especially in areas with many difficulties. Authorities at all levels have focused on propaganda, advocacy, and mobilization of all social resources to invest in school facilities associated with the new rural construction movement. At Tan Ky Kindergarten (Tan Ky commune), thanks to good ideological work and consensus from the people, the school has mobilized more than 7 billion VND, along with more than 1,000 working days from parents and the community.

Even in mountainous areas with many socio -economic difficulties such as Quy Chau High School (Quy Chau commune), in the last term, the school has completed the goal of achieving national standard school, mobilizing over 15 billion VND from the budget and socialized sources. Thanks to synchronous investment, the school is always in the top of mountainous districts in terms of the rate of students graduating and passing university and college entrance exams.

The process of building national standard schools has been implemented synchronously by Nghe An with many solutions from the provincial, ward and commune levels to each school. In particular, the Department of Education and Training plays a core role in consulting, managing and coordinating resources; at the same time, closely coordinates with departments and branches such as Finance, Agriculture and Environment, Ethnicity and Religion to effectively implement programs and projects under the National Target Program; taking advantage of domestic and foreign programs and projects to invest resources, focusing on giving priority to education in mountainous and ethnic areas.

In particular, the sector has proactively planned and rearranged the school network, coordinated with the People's Committees of districts to review and gradually reduce the number of separate schools, especially in mountainous and ethnic minority areas, to effectively use investment resources, improve the quality of teaching and learning, and aim for sustainable development for local education.

Implementing Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development, Nghe An reviews, completes and synchronously deploys strategies, programs, projects and plans for education and training development of the province until 2030, with a vision to 2045; prioritizes the allocation and effective use of public investment resources, while promoting socialization and mobilizing all resources for education development.

In the core professional tasks of the 2025-2026 school year and the following stages, Nghe An sets higher targets for national standard schools and education network development. The province strives to have 85% of schools meet national standards, of which 30% meet level 2 standards (according to the target assigned by the Provincial Party Congress).

Up to now, the whole Tan Ky commune has 13/14 schools meeting national standards, reaching 92.86%. It is expected that 1 secondary school will reach the national standard level 1 in this school year. Therefore, the facilities and teaching equipment of educational institutions in the commune basically meet the implementation of the new preschool education program and the 2018 general education program.

Mr. Hoang Dinh Son, Chairman of Tan Ky Commune People's Committee, said: To overcome difficulties in implementing the two-level government model in the locality, the commune has built the "Tan Ky Commune Education Development Project for the period 2025-2030" with the goal of: Improving the quality of comprehensive education, modernizing facilities, training the management team - teachers, and mobilizing socialization. The project has defined a clear roadmap for each year, with specific targets.

In the coming time, in addition to Tan Ky commune, many localities in Nghe An province will also focus resources on building, recognizing new or upgrading standards, while at the same time prioritizing land funds, expanding campus areas and reviewing the arrangement of surplus headquarters of communes and schools for preschool education. Along with that, localities will promote the socialization of education and mobilize children to go to school, prevent dropouts; do a good job of ideological work so that people and parents support the policy of building standard schools.

Localities also continue to review, arrange, and merge small-scale schools, consolidate small schools to focus on investment in a modern and synchronous direction. Educational institutions review and self-assess to find solutions to complete criteria, propose external assessment to recognize educational quality accreditation and national standard schools; develop plans to renovate and build new classrooms/functional rooms that meet standards, purchase additional teaching equipment according to new circulars of the Ministry of Education and Training, and prioritize resources to implement the 2018 General Education Program.

Currently, Nghe An is implementing Conclusion No. 81 of the Politburo on investing in the construction and renovation of primary and secondary boarding schools for ethnic minorities in 21 border communes of the province. During this period, the province has 10 schools benefiting from the investment project, including primary and secondary boarding schools: Nhon Mai, Na Ngoi, Keng Du, Mon Son, Bac Ly, Tam Thai, Que Phong, Tri Le, Hanh Lam and Anh Son.

This is also an important goal that localities and educational institutions in Nghe An focus on implementing, in order to exceed the targets of the 2026 - 2030 term.

Mr. Thai Van Thanh - Director of the Department of Education and Training said: In the planning period of 2026 - 2030, the education sector continues to review, implement arrangements and develop the network of educational facilities in the area; invest with focus and key points; build schools that meet national standards, reaching regional and international standards; develop a smart education system, high-quality key schools, advanced schools, bilingual schools, digital schools, gradually forming a smart educational urban area of ​​"connection - discovery - liberation".

Identifying the team as the decisive factor for quality, the Department has taken care of building and training the team; coordinated with the Department of Home Affairs to advise on adding thousands of positions to reduce the pressure of teacher shortage at preschool, primary and secondary levels. This is also the basis for Nghe An Education sector to pioneer in building and effectively implementing a number of school models and educational activities to implement the 2018 General Education Program, creating a breakthrough in fundamental and comprehensive innovation, developing the qualities and capacities of learners.
