Proposal to supplement mechanism for Gia Binh International Airport Project

Continuing the 10th Session program, on the afternoon of December 8, the National Assembly discussed in the hall about: Some specific mechanisms and policies applicable to the high-speed railway project on the North-South axis; investment policy for the Gia Binh International Airport Construction Investment Project; investment policy for the Vinh - Thanh Thuy Expressway Construction Investment Project; adjusting the content of Resolution No. 94/2015/QH13 of the National Assembly on the investment policy for Long Thanh International Airport; amending and supplementing Resolution No. 170/2024/QH15 dated November 30, 2024 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang City and Khanh Hoa Province.

Add a mechanism to review technical standards every 5 years

Commenting on the investment policy of the Gia Binh International Airport Construction Project, delegate Nguyen Tam Hung (Ho Chi Minh City) said that this is a strategic decision of special importance for socio -economic development, national defense - security and international integration, contributing to expanding the development space of the capital region and the entire Northern region.

In order for the Resolution to be issued with high feasibility, synchronous implementation, ensuring the effectiveness of public investment and preventing the loss of national resources, delegate Nguyen Tam Hung suggested that the Drafting Committee consider adding a mechanism to review technical standards after each 5-year cycle corresponding to the vision to 2050, because aviation technology (especially artificial intelligence in flight operations, optimizing passenger flow, parking automation) and safety standards of the International Civil Aviation Organization (ICAO) change rapidly. When stipulating a periodic upgrading mechanism in the Resolution, the project will always keep up with the trend of international aviation development and avoid the situation where the project is outdated as soon as it is put into use.

Regarding the responsibility mechanism in monitoring and preventing loss and waste, delegate Nguyen Tam Hung agreed with the regulation that the Government is responsible before the National Assembly and the People's Committee of Bac Ninh province is responsible for the progress of the site.

However, to ensure binding implementation, delegates proposed adding a mechanism to evaluate quarterly progress according to a set of quantitative indicators (KPIs) on compensation, resettlement, disbursement, and progress of key infrastructure construction.

"When progress and responsibility are measured by indexes, the supervision of the National Assembly and the people will be more effective, while reducing the risk of delays as has happened in some other national-scale infrastructure projects," said delegate Nguyen Tam Hung.

Agreeing with the plan to reclaim land at once according to the planning scale, however, delegate Nguyen Tam Hung suggested considering adding a requirement for independent monitoring of the 922.25 hectares of two-crop rice land.

According to delegate Nguyen Tam Hung, rice land is a strategic resource to ensure national food security; the change of land use purpose must go hand in hand with the plan to restructure production areas and change people's livelihoods. Recognizing an independent monitoring mechanism will help limit prolonged complaints, reduce social risks and ensure the rights of people whose land is recovered.

Regarding the planning issue, delegate Duong Khac Mai (Lam Dong) suggested continuing to review to ensure consistency with the planning of Bac Ninh province, especially after Bac Ninh province merged with Bac Giang province and some specialized planning.

According to delegate Duong Khac Mai, this is an important requirement because the scope of land use is very large, especially land for two-crop rice cultivation - a type of land that is especially important for national food security.

Regarding scale and targets, delegate Duong Khac Mai suggested clearly quantifying technical indicators, especially 5-star international standards, Net Zero indicators...; at the same time clarifying the suitability with financial and technical conditions, avoiding setting targets that are too high, leading to an increase in total investment, prolonging capital recovery time and affecting feasibility.

Creating development momentum for Nghe An

Discussing the investment policy of the Vinh - Thanh Thuy Expressway Construction Investment Project, delegate Tran Nhat Minh (Nghe An) said that this is the first expressway and an important component of the expressway axis connecting Vientiane (Laos) with Hanoi, which has significance for state diplomacy, people's diplomacy and defense - security diplomacy. This will be an important highlight in realizing the new content in the relationship between the two countries that the Party and State leaders have affirmed: Great friendship, special solidarity, comprehensive cooperation, strategic connection.

For Nghe An, the expressway mainly passes through the western communes with many difficulties and low income compared to the national average, thus opening up an important infrastructure foundation to promote the formation and development of Thanh Thuy Border Gate Economic Zone, creating a premise for economic development in neighboring areas, improving connectivity, trade of goods, developing tourism, improving the material and spiritual life of people, especially ethnic minorities.

Agreeing with the project implementation, delegate To Van Tam (Quang Ngai) analyzed that the Vinh - Thanh Thuy expressway project will contribute to shortening travel time and transporting goods; promoting domestic and international trade; supporting border trade and sustainable development with neighboring countries.

“The Vinh - Thanh Thuy expressway is not only a route but also opens up opportunities for Nghe An to break through, develop, and strengthen economic exchanges with Laos and further with the northeastern region of Thailand,” said delegate To Van Tam.

Delegate To Van Tam agreed with the use of public investment and the application of special mechanisms to implement the project; he said that assigning some tasks to the commune-level government is appropriate, because the commune-level government carries out political tasks locally, so it will be convenient to implement.

Regarding the investment scale, delegate To Van Tam proposed to invest in the project with a scale of 6 lanes in the period of 2026 - 2030 because of the strategic significance of this route and the expectation of creating development momentum for Nghe An.

In addition to applying advanced and modern technology, delegate To Van Tam said that Nghe An is a region greatly affected by natural disasters and climate, so it is necessary to clearly stipulate and urgently apply high technology in construction organization and adapt to climate change; instead of "encouraging".

Explaining and clarifying a number of issues raised by National Assembly deputies regarding the scale of investment, Minister of Construction Tran Hong Minh stated that in phase 1, the section on the Vietnamese side is about 60 km long, calculated according to traffic demand until 2035 with a scale of 4 lanes and only in the period 2045 - 2050 will it be increased to 6 lanes. Therefore, the proposal for the first phase with 4 lanes is completely appropriate.
