Discussing solutions to bring two-level government closer to the people

(NLDO) - In the period when Vietnam is promoting innovation and sustainable development, the request to amend and supplement a number of articles of the 2013 Constitution is very necessary.

On December 8, Ho Chi Minh City University of Law organized a national scientific conference "Implementing the 2013 Constitution (amended) in the context of building a two-level local government in Vietnam today".

The workshop attracted many experts to discuss

At the workshop, Dr. Le Truong Son, Principal of Ho Chi Minh City University of Law, said that in the period when Vietnam is continuing to promote innovation and sustainable development, the requirement to amend and supplement a number of articles of the 2013 Constitution is more necessary than ever.

Completing the constitutional framework not only contributes to streamlining the political apparatus but also creates conditions for building a two-level local government model that is closer to the people and serves the people more effectively. From there, it opens up new prospects for the country's development in the future.

According to Dr. Le Truong Son, at the 9th session, the 15th National Assembly on June 16, 2025 passed a Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam and the 2025 Law on Organization of Local Government. This decision marks an important step, laying the necessary legal foundation for the organization and operation of local governments according to the two-level model.

Dr. Le Truong Son emphasized that perfecting the constitutional framework not only contributes to streamlining the political apparatus but also creates conditions for building a two-level local government model that is closer to the people and more effective.

Lieutenant Colonel Le Quang Vu, Deputy Head of the Staff Department - Dong Thap Provincial Police, shared his opinion at the workshop.

"Putting new regulations into practice simultaneously raises many theoretical and practical issues, requiring careful analysis and assessment to ensure consistency with governance practices, socio-economic development requirements and Vietnam's deep international integration process," Dr. Son added.

At the workshop, experts and scientists focused on analyzing the basic new points of the amended 2013 Constitution in relation to and comparison with the Constitutions of previous periods as well as models in countries with similar local government systems. From there, experts discussed and clarified core issues that need to be further institutionalized and applied.
