New regulations on civil servant recruitment and selection apply from December 10, 2025

(Chinhphu.vn) - The new regulations on civil servant recruitment and selection were issued by the Minister of Home Affairs together with Circular No. 22/2025/TT-BNV, effective from December 10, 2025, which clearly stipulates the methods of organizing civil servant recruitment.

The regulations on civil servant recruitment and selection prescribe 03 methods of organizing civil servant recruitment, specifically as follows:

How to organize the exam on computer

The test start time is pre-programmed in the test software, automatically starting to calculate the test time according to regulations, consistent for each test, regardless of whether the candidate logs into the test account.

The examination process is specifically regulated in the Council's Examination Organization Guide, including the following basic contents:

a) Check the current status of the exam location, exam room, and technical infrastructure before the exam.

b) Enter exam organization data and data on exam questions and answers on the computer into the server; export exam codes.

c) Call candidates into the examination room, check the candidates' Citizen Identification Card or Identity Card or other legal identification documents; guide candidates to sit in the correct position; only allow candidates to bring into the examination room the prescribed items, do not allow candidates to bring into the examination room documents and items prohibited according to the examination rules and regulations.

d) Disseminate rules, regulations and things candidates need to know and do; guide and support candidates in logging into the exam software, ensuring that they use the correct exam account.

d) Distribute to candidates enough scratch papers with full name and signature of the invigilator (no extra signatures), only distribute additional papers when requested by candidates; guide and check that candidates write information on the scratch papers according to regulations.

e) When given the command or at the prescribed time, announce the exam code to the candidates, ensuring that the candidates can clearly see the front, back and seal status of the exam code bag before opening the seal; require 02 candidates to witness and sign the minutes confirming the status of the exam code before announcing.

g) Manage candidates' exam performance; maintain order and discipline in the exam room; handle incidents and unusual situations (if any) or handle violations by candidates (if any) according to assigned authority.

h) Notify candidates of the remaining time before the end of the test so that they can check and complete their information according to regulations before submitting their test.

i) Collecting work on computers:

During the test, candidates can submit their test papers on the test software at any time. When the test time is over, the test software automatically stops the candidate's test and collects the test papers.

When the test time is over, the computer technician in the examination room checks, extracts from the examination software and prints a list of the test results of the candidates in the examination room for the candidates to sign to confirm the submission of their test.

After completing the collection of papers, checking, extracting exam organization data; compiling exam reports into exam proctoring files to hand over to members assigned by the Head of the exam proctoring committee; deleting all data stored on the server; sealing the server, workstation, exam machine or server room, exam room after the end of the exam.

k) The head of the examination board signs and seals the bag containing the exam results and examination records before handing them over to the Council.

l) In case of errors in the exam, all candidates will be awarded points for the question with errors; in case the correct options are duplicated in different orders in the same question, candidates will be awarded points if they choose one of those options. The resolution of errors (if any) must be recorded in writing.

m) Resolving complaints about the exam: In case a candidate discovers an error in the exam question or exam paper, or a computer error during the exam, the candidate must immediately make a complaint to the exam room supervisor; the exam room supervisor is responsible for immediately reporting to the Head of the Examination Board to report to the Chairman of the Council for consideration and resolution during that exam session.

How to organize the paper-based exam

The test starts when the signal to start is given. The maximum time allowed for the test is written on the test paper. The invigilator writes the start time and the time for submitting the test on the board in the test room.

The examination process is specifically regulated in the Council's Examination Organization Guide, including the following basic contents:

a) Check the current status of the exam location, exam room, and technical infrastructure before the exam.

b) Call candidates into the examination room, check the Citizen Identification Card or Identity Card or other legal identification document with photo and personal information issued by a competent authority, still valid for use of the candidate; guide candidates to sit in the correct position; only allow candidates to bring into the examination room the prescribed items, do not allow candidates to bring into the examination room documents and items prohibited according to the examination rules and regulations.

c) Disseminate rules, regulations and things candidates need to know and do.

d) Distribute to candidates enough test papers and scratch papers with full names and signatures of the invigilators (no extra signatures), only distribute additional papers when requested by candidates; guide and check that candidates write information on test papers and scratch papers according to regulations.

d) Distribute paper-based test papers:

When given the command or at the prescribed time, open the exam bag ensuring that candidates can clearly see the front, back and seal status of the exam bag; require 02 candidates to witness and sign the minutes confirming the status of the exam bag before opening the seal and distributing the exam to candidates.

In case of discovering errors in the exam papers after opening the exam papers (wrong exam papers, wrong exam papers, missing pages, wrong pages) or insufficient number of exam papers, the examination room supervisor must immediately notify the Head of the Examination Board to make a record; at the same time, the Head of the Examination Board must immediately report to the Chairman of the Council for consideration and resolution. In case of excess exam papers, the examination room supervisor shall only hand over the excess sealed exam papers to the member assigned by the Head of the Examination Board after 15 minutes or more from the time of the exam.

e) Manage candidates' exam performance; maintain order and discipline in the exam room; handle incidents and unusual situations (if any) or handle violations by candidates (if any) according to assigned authority.

g) Notify candidates of the remaining time before the end of the test so that they can check and complete their information according to regulations before submitting their test.

h) Collecting paper work:

Only collect the candidates' papers after 2/3 of the test time at the earliest. When the test time is over, ask the candidates to stop working; call each candidate's name to submit their papers, and receive their papers. When receiving the papers, count the total number of papers that the candidates have submitted, ask the candidates to write down the correct number of papers and sign the list of papers submitted before allowing the candidates to leave the test room.

Check and arrange the papers in ascending order of registration number in the paper bag. Minutes of handling incidents, unusual situations, and violations of exam rules and regulations (if any) are collected into the exam proctoring file in a separate bag. Hand over the papers and exam proctoring files to the members assigned by the Head of the Examination Committee to collect the papers. The papers and exam proctoring files must be checked publicly and the number of papers and the total number of pages of each paper must be compared with the list of submitted papers.

After checking, the test bag and the list of submitted tests of each examination room are sealed on the spot by the member assigned by the Head of the Examination Committee, together with the invigilators of that examination room, who jointly sign the seal label with the test bag and sign the minutes of handing over and receiving the test.

i) The head of the examination board signs and seals the bag containing the exam papers and examination records before handing them over to the Council.

Handling of complaints about the exam: In case a candidate discovers an error in the exam question or exam paper, the candidate must make a complaint immediately during the exam; the exam room supervisor must immediately report to the Head of the Examination Board to report to the Chairman of the Council for consideration and resolution immediately during the exam to ensure the candidate's rights regarding exam time.

How to organize oral exams, interviews, practice, and project defense

Exam time is calculated from when the candidate begins to conduct the interview, practice, and present the project after completing the preparation within the prescribed time.

The process of organizing oral exams, interviews, practice exams, and project defense is specifically regulated in the Council's Exam Organization Guidelines, including the following basic contents:

a) Check the current status of the exam location, exam room, and technical infrastructure before the exam.

b) Call candidates into the waiting room, check the Citizen Identification Card or Identity Card or other legal identification document with photo and personal information issued by a competent authority, still valid for use of the candidate; guide candidates to the correct position in the examination room; only allow candidates to bring into the examination room items as prescribed, do not allow candidates to bring into the examination room documents and items prohibited according to the examination rules and regulations.

c) Disseminate rules, regulations and things candidates need to know and do.

d) Instruct and check candidates to record information on necessary documents for the exam (if any).

d) Based on the content and nature of the exam, recruitment plan, and recruitment announcement, the Chairman of the Council decides how to announce the exam to candidates to ensure that candidates have the necessary preparation time according to regulations. The announcement must ensure publicity, transparency, and equality in receiving information from all candidates.

In case of discovering errors in the exam after it is announced (incorrect exam, wrong exam, missing page, wrong page), a record must be made and immediately reported to the Head of the Interview Committee, Head of the Questioning Committee, Head of the Project Defense Committee for consideration and resolution according to assigned authority.

e) Conducting oral questions, interviews and scoring candidates during oral questions, interviews, practice and project defense. The content of oral questions, interviews, practice and project defense (including the candidate's answers) is recorded in writing with the signature of the interviewing, interviewing, project scoring members and the candidate or in the form of an audio file storing the audio of the interviewing, interviewing, project scoring members and the candidate or a multimedia file storing the images and audio of the interviewing, interviewing, project scoring members and the candidate.

g) Manage candidates' test taking; maintain order and discipline in the examination room; handle incidents and unusual situations (if any) or handle violations by candidates (if any).

h) Immediately report to the Head of the Questionnaire Committee, Head of the Interview Committee, Head of the Project Evaluation Committee for consideration and resolution when unusual situations occur.

i) Notify candidates of the remaining time before the end of the test; check and complete candidates' information according to regulations before finishing the candidates' test.

k) Handling of complaints regarding practical exams: In case a candidate discovers errors in the exam questions or exam papers, the candidate must make a complaint immediately during the exam; the interview board member must immediately report to the head of the interview board to report to the Council Chairman for consideration and resolution immediately during the exam to ensure the candidate's rights regarding exam time.
